The DOTD Program Specialist 3 - Compliance Program Specialist 3 is responsible for providing professional support to the DOTD Program Compliance Director, ensuring compliance with federal regulations regarding On-the-Job Training (OJT) programs in highway construction contracts. This role involves evaluating trainee and apprenticeship programs, monitoring OJT activities, and coordinating with various stakeholders to promote continuous improvement and adherence to Equal Employment Opportunity (EEO) obligations.

  • Assist the DOTD Program Compliance Director in evaluating trainee and apprenticeship programs for EEO compliance.
  • Monitor the statewide OJT Program and recommend improvements to the Compliance Programs Director.
  • Coordinate with DOTD Headquarters and District staff on compliance matters.
  • Evaluate adherence to departmental policies and EEO laws, recommending changes as necessary.
  • Prepare and review OJT Trainee enrollment forms and track training hours and pay rates.
  • Attend preconstruction conferences to assist Project Engineers and contractors with OJT compliance.
  • Draft and maintain OJT compliance forms and posters.
  • Conduct reviews of OJT compliance procedures in field offices and provide necessary training.
  • Report on OJT participation levels and recommend program modifications to ensure contractor awareness of OJT goals.
  • Design and implement database tracking for construction contracts with OJT training goals.
  • A baccalaureate degree plus two years of professional level experience in relevant fields such as accounting, administrative services, or project management.
  • Experience in the development and implementation of transportation programs or safety programs.
  • Ability to champion continuous improvement and train others effectively.
  • Proficient in using data to inform recommendations for action.
  • Experience with federal regulations related to transportation and construction contracts.
  • Familiarity with AASHTOWare CR&L system and its applications.
