About The Position

The State Highway Administration's (SHA) District 7 is recruiting for a DOT Procurement Officer I in Frederick County. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification. The main purpose of this position is to handle all small procurement for the office needs of District 7, District Office, including but not limited to, competitive sealed bidding, sole source, emergency, and routine procurement under $50,000. This position will solicit, evaluate, award, and administer supply and service contracts according to COMAR Title 21 - Subtitle 05 - Chapter 07 - Small Procurement Regulations. SHA procurement regulations require adequate separation of duties to be established between the purchasing and receiving functions. This position will function at the experienced level of work in procurement. MDOT offers a generous and competitive benefits package.

Requirements

  • Possession of a bachelor's degree from an accredited college or university.
  • One (1) year of experience in contract management or procurement.
  • Experience must involve soliciting, evaluating, negotiating and awarding contracts.
  • Must possess a motor vehicle operator's license valid in the state of Maryland.
  • Must pass SHA Level I Small Procurement Training Certification prior to the completion of the probationary period.

Responsibilities

  • Handle all small procurement for the office needs of District 7.
  • Conduct competitive sealed bidding, sole source, emergency, and routine procurement under $50,000.
  • Solicit, evaluate, award, and administer supply and service contracts.
  • Ensure compliance with COMAR Title 21 - Subtitle 05 - Chapter 07 - Small Procurement Regulations.
  • Establish adequate separation of duties between purchasing and receiving functions.
