About The Position

This position is accountable for assessing progress and conducting final audits of resident engineer/technician construction field records to verify compliance with approved policies; providing documentation training responding to audit findings; and maintaining historical job records and other contract support functions for the Bureau of Project Implementation. This position may also be required to perform periodic visits to field staff for technical and documentation assistance.

Requirements

  • Completion of two years of college in civil engineering technology, pre-engineering, or a job related technical/science curriculum PLUS five years of engineering experience; OR Seven years of engineering experience.
  • Requires successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Responsibilities

  • Coordinates activities involved in progress and final documentation audits to verify payment and federal reimbursements for work completed by contractors.
  • Conducts review of ongoing and completed construction projects to ensure documentation of contract pay items comply with plan requirements, the Standard Specifications for Road and Bridge Construction, and Construction Memorandum 97-33.
  • Complies with final contract pay quantities and prepares and submits final papers on completed contracts to initiate final payments to contractors and federal reimbursement to the state.
  • Provides guidance to contractors, other bureaus within the district, state, and local agency Resident Engineers/Resident Technicians to ensure that documentation is compliant with established procedures.
  • Reviews, prepares, and coordinates other project support documentation as needed.
  • Trains, motivates, and evaluates staff including state and local resident engineers, technicians, and inspectors in addition to consultant staff.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
