About The Position

The Divisional Finance Director (DFD) oversees the financial affairs and accounting of The Salvation Army Cascade Division.  The DFD gives leadership and supervision to the Finance Department and is responsible for accounting, planning and reporting for the approximately 35 units within the Cascade Division.  The DFD is a member of the leadership team and will help to ensure accurate and timely financial reporting as required.

Requirements

  • Graduation from an accredited University with a Bachelor’s Degree in Accounting or Business.
  • Completion of either the CPA or CMA certificate.  Current certification is required for the duration of employment.
  • Minimum of 5 years’ experience in managerial accounting and supervisory experience and the ability to serve as a member of a leadership team.
  • Thorough knowledge and understanding of Generally Accepted Accounting Principles (GAAP) and other Financial Accounting Standards Board (FASB) guidelines.
  • Broad proficiency in Excel and Word and usable experience with Access and PowerPoint.
  • Excellent verbal and written communication skills.
  • Ability to work effectively in a team environment and independently.
  • Must adhere to all Salvation Army policies and procedures.
  • Must maintain professional, courteous and cooperative manner with all internal personnel and outside contacts, demonstrating respect and a positive attitude toward them at all times during the workday.
  • Must be cooperative, take initiative and be flexible in assisting others and to the best of the employee’s ability, ensure accurate and timely work objectives.
  • Must demonstrate dependability by establishing a regular, predictable work schedule, taking appropriate time for lunch and breaks, and by limiting personal business and socializing to break periods.
  • A number of the duties associated with this position require handling items of a sensitive and thereby confidential nature involving the organization and its personnel.  The highest level of security must be maintained in addressing oral and written communications as well as the filing of correspondence so as to protect the integrity of all concerned.
  • Must possess the self-discipline necessary to perform job independently and reliability.
  • Must have a valid driver’s license and a good driving record.

Responsibilities

  • Advises the Divisional Secretary for Business and others in divisional administration on matters of fiscal policy and management of the division.
  • Create management reports as assigned and is responsible to supervise management reporting including financial statements, audits and budgets.
  • Provides oversight of accounting procedures throughout the division to ensure compliance with Generally Accepted Accounting Principles, FASB requirements, and Salvation Army policy to ensure accuracy, validity and consistency of accounting practices.
  • Participates in and is responsible for oversight of all accounting within the Division internal bookkeeping systems, fiscal controls and management systems.
  • Meets monthly with Divisional Leaders to review Divisional finances and Estates/Reserve Accounts.
  • Directs, leads, and coordinates the acquisition and distribution of the lease or purchase of vehicles for use in the Cascade Division.
  • Creates reports as assigned and is responsible to supervise creation of reports that will communicate financial summaries in a valid but easily understood format for non-financial managers.
  • As a member of Command Finance Council (CFC), will provide interpretation of financial data, procedures, and written variance reports.
  • Functions as the secretary for CFC.  Includes but not limited to recording and distributing minutes and presenting items related to requisitions, budgets, and audits for review by CFC.
  • Develops and recommends appropriate fiscal operating changes as needed and provides account analysis and maintenance procedures in accordance with stated policies and procedures and compliance with the requirements of funding sources.
  • Works with field units to resolve accounting problems and provide training of field unit personnel in a variety of aspects of accounting.
  • Visits each field unit annually to review the unit’s financial performance. Additional travel to units may be required to deal financial issues.
  • Work with Property Department to determine capital project funding.  Maintain “committed” reserve report for CFC.
  • Maintains a relationship with independent (CPA) auditors, including presentation of audits and the authorization of audit fees and costs.
  • Keeps management apprised of financial, personnel, and other situations that will contribute to valid management decisions.
  • Prepares as assigned or otherwise supervises preparation of timely budgets and financial forecasts.
  • Prepares allocation schedules for the Portland Metro units.  This includes but is not limited to program reserve earnings, Special Appeals, and other fund-raising revenue.  Submit to CFC for approval as a part of the annual budget process.
  • Conducts or assists with internal audits as needed.
  • Prepares and submits all requests for property tax exemption as required for exemption of Salvation Army owned properties as required by statute.
  • Act as the liaison and secretary for the Portland Metro Advisory Board Finance Committee.  Prepare reports as requested by the committee by unit.
  • Reports include, but are not limited to Balance Sheet, I&E Statement, Monthly Variance Report, other reports as requested.  Attend Executive Committee and Advisory Board meetings as requested.
  • Attend Advisory Council or Board meetings as requested by the Divisional Commander or Divisional Secretary.
  • Review and recommend estate allocation fees for CFC.
  • Compile mileage for employees and officers for proper W-2 and/or taxable fringe benefit reporting.
  • Travel to THQ for Training, budget presentations and other conferences as required.
  • Other duties as may be assigned.
