About The Position

The Divisional Director of Social Services provides an extensive analysis of divisional mission impact measurements and determines what factors will contribute to or impede the ability to obtain those goals. Plans, monitors, resources, and evaluates the administration and operation of all social services programs in the Kentucky/Tennessee Division; ensures that daily operations and services are in compliance with Salvation Army policies, procedures, and values as well as local, state, and federal regulations; develops and facilitates the implementation of program improvements in order to maximize service benefits to clients and the community. Oversees and monitors the preparation, review, processing, and administration of all required social service documents as well as contractual documents and public and private grant funding applications; research funding opportunities and writes grant proposals independently and in conjunction with divisional resource development staff. Serves as a technical expert for the Divisional Secretary of Personnel/Social Services (DSP/SS) and provides professional assistance in making social service program administration decisions. Coordinates and provides executive leadership to all divisional social services programs and government grants. Develops, implements, and evaluates program operations and services; ensures work is in compliance with established procedures and policies as well as local, state, and federal regulations.

Requirements

  • Master's degree from an accredited college or university in Social Services AND
  • Ten years of progressively responsible experience developing and administering a variety of social service programs with at least three years’ experience in a supervisory role and expertise in grantsmanship, budget oversight, personnel management, public speaking, and experience working with legal documents and procedures OR
  • Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Valid Driver's License
  • Ability to meet attendance requirements.
  • Ability to travel as needed.

Responsibilities

  • Develops strategy for the next 3-5 years to ensure the stability of social services programs stable and growth financial position through grants and contracts.
  • Provides comparisons of current and future strategies, reviews current and future program financial needs, and forecasts future trends; analyzes budget trends and makes recommendations for cost control and reduction for various grants.
  • Reviews monthly program reports in the form that is presented to any public or private funding agency to ensure program contractual compliance
  • Serves as the Program Administrator and Lead Contact with the states of Kentucky and Tennessee for grant program execution and budget; reviews and approves invoices and budget modifications; develops and implements corrective action plans if needed to respond to audit findings.
  • Empowers local Corps Officers and social service staff in identifying new or expanded program needs and assists with developing new program proposals and relevant supportive documentation.
  • Reviews new program proposals and prepares same for further processing through the Divisional Finance Board and Territorial Headquarters for approval; Notifies Corps upon approval and assists in developing and monitoring programs.
