About The Position

Under direction of the Assistant Director of Public Works, the Division Manager – Solid Waste is to provide leadership, direction and oversight of the Public Works - Solid Waste Services division; to manage the development and implementation of the division’s goals, objectives, policies, and priorities. Provide guidance, review and general oversight of the division’s operating budget, administrative actions, and personnel matters. Provide for the development and implementation of new methods and procedures to increase service efficiency.

Requirements

  • Knowledge of: Principles and practices of modern solid waste management, including collection, disposal, recycling, landfill operations, and sustainability initiatives.
  • Knowledge of: Budget development, financial forecasting, cost recovery models, and performance-based budgeting in a municipal environment.
  • Knowledge of: Contract development, administration, and vendor performance management.
  • Knowledge of: Fleet lifecycle planning, heavy equipment replacement strategies, and preventative maintenance coordination.
  • Knowledge of: Labor relations principles, employee development strategies, and progressive discipline practices.
  • Knowledge of: Data analysis methods used to evaluate operational performance, route efficiency, and service matters.
  • Knowledge of: Public sector procurement processes and competitive bidding procedures.
  • Knowledge of: Safe driving principles and practices as they apply to heavy collection vehicle operations.
  • Skill to: Analyze operational data and implement service improvements that increase efficiency and reduce costs.
  • Skill to: Lead organizational change initiatives and implement new technologies or service delivery models.
  • Skill to: Prioritize work, train and equip staff effectively, and manage the division’s annual budget.
  • Skill to: Utilize enterprise systems, asset management software, route optimization tools, and advanced spreadsheet analysis.
  • Skill to: Safely operate a motor vehicle.
  • Ability to: Provide strategic leadership and long-term planning aligned with City goals and community needs.
  • Ability to: Evaluate division performance and implement measurable improvements.
  • Ability to: Build and maintain effective working relationships with elected officials, department directors, employees, contractors, and citizens.
  • Ability to: Anticipate operational challenges and proactively develop solutions.

  • Ten (10) years of mid- to upper-level management experience in municipal government and/or solid waste collection operations is preferred.
  • A valid Texas driver’s license: the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

Nice To Haves

  • A bachelor’s degree with major coursework in Management, Public Administration or a related field is preferred.

Responsibilities

  • Provide guidance, direction, and interpretation of city and departmental policy as it applies to Solid Waste Services’ operations.
  • Monitor and evaluate efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
  • Review and provide feedback for divisional budget preparation and implementation.
  • Ensure completion of subordinate staff evaluations, provide performance feedback, and review personnel actions as required.
  • Provide oversight during the preparation of vehicle replacement process and bid analysis.
  • Review safety practices; direct maintenance of records.
  • Ensure effective overall equipment maintenance activities in coordination with the City’s Fleet Maintenance Shop.
  • Assist in the preparation and administration of the division’s annual operating budget.
  • Publish written documentation to support operational requirements and public information needs.
  • Make public presentations when required and respond to media inquiries regarding Solid Waste Services operational matters.
  • Prepare, direct, and coordinate, through subordinate level managers, strategic division level work plans; meet with management staff to identify and resolve problems.
  • Participate as a member of position related boards or commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of Solid Waste Services.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints; represent the city on all issues related to assigned areas of responsibility.
  • Operate a personal or city vehicle for city related business.
  • Perform other job related duties and responsibilities as assigned.
