About The Position

Buncombe County Justice Services Department is hiring a Division Manager II position. This position will provide administrative and managerial oversight to the Justice Programs Division’s direct service programs, activities, and systems; ensuring the delivery of high-performance strategies, accountability in services and resource allocations, and system improvement and collaboration. The role of this position is to focus on program fidelity, client outcomes, evidence-based practices, and staff competencies. General duties include: Program Fidelity: Ensure all programs and sub-programs utilize best practices or evidence-based practices (validated Risk Assessments, caseload protocols) rather than anecdotal methods. Cross-Program Integration: Ensures a client in the “Pretrial” phase of the court system process can seamlessly transition to “Diversion” or “Reentry” services. Data Analytics: Analyzes program specific data (recidivism rates, successful completion rates, etc.) to adjust programmatic approaches. Supervising 3 Program Managers who are direct reports. The Division has approximately 36 total staff (County staff and contracted workers). Current/Pending Projects: Oversee the development and implementation of Law Enforcement Assisted Diversion (LEAD) Pilot. Serve as Subject Matter Expert and support staff to Criminal Justice Coordinating Council (CJCC) Oversee the development of a One Integrated Case Management System (ICMS) Assist with development of cross countywide Human Services/Justice Services data dashboard for better coordinated care. Key Concerns for Position: The Justice Service Department is in the process of restructuring to shift from office-based to field-based case management The Department is also shifting from monitoring service to stabilization services. Staff development and training competencies as well as the various program structures will require alignment with departments’ future direction. Purpose of the position: The purpose of this position is to provide strategic leadership and administrative oversight for the Justice Programs Division, which encompasses the county’s alternative -to-incarceration programs. This includes pre-trial diversion, specialized treatment courts, and comprehensive reentry initiatives. Responsibilities include the cultivation of high-stakes partnerships with the judiciary, law enforcement, and community-based providers and ensuring the division’s operations, budget, and strategic direction align with departmental goals.

Requirements

  • Bachelor’s degree in Human Services, Public Administration, Criminal Justice, or related field and five (5) years of experience planning, developing, coordinating and managing justice or human service programs to include data analysis, change management, program evaluation or an equivalent combination of education and experience including two (2) years of supervisory experience.
  • Knowledge of how to support the Director in managing programs and daily operations within a division.
  • Ability to set up and improve systems and lead change management efforts to help programs meet goals.
  • Knowledge of how to create and review policies, procedures, and staffing plans to meet legal, program, and evidence-based standards.
  • Skill in leading staff, handling employee relations, and supporting training and performance reviews.
  • Ability to develop and manage a budget and follow county financial rules.
  • Skill in setting performance measures and conducting program evaluation to improve quality and results.
  • Skill in data analysis, including collecting and reviewing recidivism and program success data.
  • Ability to review data across different groups, identify gaps, and use findings to recommend improvements.
  • Ability to hire, train, and lead a team while supporting change and building a strong workforce.
  • Knowledge of applicable federal, state, and local laws, regulations, and policies governing justice programs, including pretrial services, treatment courts, and reentry initiatives.
  • Knowledge of evidence-based practices (EBP) in criminal justice, behavioral health, and diversion programming.

Responsibilities

  • Assist the Department Director in the overall management, execution, and administration of services for assigned division; provide administrative oversight for operational and administration activities and functions.
  • Establish, implement, and evaluate internal and external systems and organizations to effectively meet department and programmatic goals and objectives.
  • Develop and evaluate internal policies, procedures, and staffing patterns to effectively carry out divisional operations and ensure all programs meet evidence-based practices (EBP) and statutory requirements.
  • Oversee employee relations, diversity, staff development/training and completion of employee performance evaluations; ensuring County personnel policies and procedures are appropriately administered within the division.
  • Develop and monitor the divisions budget to ensure cost effectiveness and that purchasing and financial transactions are properly conducted in accordance with County administrative policies and procedures.
  • Establish Key Performance Indicators (KPIs) for staff and programs, coordinating/conducting regular performance audits and quality assurance reviews.
  • Oversee the collection and analysis of recidivism data, participant success rates, and cost avoidance metrics.
  • Monitor variations in demographic outcomes or inconsistencies in program performance across population segments and report findings and recommendations to the Department Director.
  • Oversee recruitment, training and supervision of a multidisciplinary team of program professionals to ensure a high performing division through resilience-based leadership and proactive-staff support systems.
  • Perform other related duties as assigned.
