About The Position

The South Florida Water Management District (SFWMD) is responsible for managing and protecting our water resources. The SFWMD is the oldest and largest of Florida's five water management districts, encompassing a 16-county region that stretches from Orlando to the Florida Keys. Water is critical to life in South Florida - both for the 8.1 million people who call this region home and unique ecosystems unlike any other. The SFWMD's mission is to balance and improve flood control, water supply, water quality and natural systems across the region. The SFWMD provides flood protection to South Florida through one of the largest water management systems in the world; works with utilities and stakeholders to develop long-term water supply plans; and is implementing landmark restoration strategies to improve water quality, expand water storage and restoring natural areas such as the Everglades, the Kissimmee River and our coastal estuaries. The South Florida Water Management District is seeking candidates for the Division Director of Water Resources. The Division Director ensures all strategies, initiatives, programs, and processes support the agency's core mission of flood control, restoration and water supply. Drives a fiscally conservative direction for managing capital, financial resources and human resources. Management and oversight of over 200 staff members in Water Supply, Applied Sciences, and Water Quality Bureaus. Incumbent serves in a policy recommendation role and has decision making authority for the division. Proven ability to make tough business and personnel decisions in a timely and diplomatic fashion eliminating potential risk to the division's focus on our core mission. Provides strong technical direction and may lead rule-making workshops applicable to the division. Accountable for making decisions that impact the day-to-day operations and results of the division. Ensures all bureau/section level work plans can be consolidated into a comprehensive business plan for the division that includes attainable deliverables and optimal utilization of technical and financial resources. Works with various levels of management to develop and execute a work plan to complete short-term directives from the Executive Director, the Assistant Executive Director, the Governing Board and/or the Governor's Office. For both annual deliverables and long-term strategies, champions a business mindset that includes delegating work assignments to the appropriate job level, identifying process improvement opportunities, and eliminating workflow redundancies. Partners with other members of the Leadership Team to develop appropriate metrics and benchmarks to measure the success of both annual and long-term of business operations supporting the agency's core mission. Implement and manage by established metrics. Assumes personal accountability for work results. Incumbent models the District's Core Values and demonstrates a leadership style that supports the agency's reputation as the premier water management district and an employer of choice. Superior leadership competence to manage a large organization during periods of financial austerity and change. The Division Director is responsible for emergency operations during storm and other emergency events and has command staff duties in the Emergency Operations Center.

Requirements

  • Bachelor's Degree in a related discipline; graduate level degree preferred.
  • 15 years of experience demonstrating measurable career progression in discipline and leadership roles.
  • 10 years of experience managing a major department for an organization.
  • 5 years of experience designing and implementing programs and policies for an organization.
  • Prior public sector experience preferred.
  • Significant experience representing an organization to elected officials, government agencies, the public, and media organizations.
  • Knowledge and experience with south Florida ecosystems and integrated water management operations.
  • Experience in development and implementation of applied scientific research projects.
  • Experience in water supply planning and hydrogeologic investigations.
  • Experience in water quality sampling, monitoring programs and laboratory analyses and operations.
  • Experience in Everglades restoration programs, minimum flows & levels and water reservations.
  • Ability to communicate complex scientific issues to the public.

  • Salary Midpoint: $133,640.00
  • Salary Maximum $175,011.20
