The Administrative Operations Division Chief reports to the Fire Chief, or designee, and is responsible for overseeing those functions most related to administrative and staff issues, including, but not limited to: maintaining departmental policies and procedures, conducting hiring and promotional assessment centers for the recruitment and selection of VPSD staff, investigating citizen complaints, coordination of administrative hearings relative to potential disciplinary action, ensuring timely and consistent scheduling and completion of annual physical fitness medical and physical ability testing, department liaison for Commission of Fire Accreditation International (CFAI) accreditation questions/requests, and assisting in the overall operation of the department as needed or directed by the Fire Chief. Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures; oversees and maintains the department's Policy and Procedure Manual. This position provides highly responsible and complex staff assistance to the Fire Chief. The incumbent is required to also maintain the psychomotor skills necessary to perform emergency fire ground operations within the positions defined job responsibilities.

Requirements

  • Six (6) years of career fire service experience with a minimum of three (3) years proven fire suppression operations experience at the rank of Lieutenant or higher; applicants with a minimum of three (3) + years of service as a Lieutenant with the Villages Public Safety Department will be given preference.
  • Minimum three (3) years as a certified paramedic.
  • Bachelor's Degree from an accredited college or university in Public Administration, Management, Business Science, or technical field.
  • CPR and AED Certification within 6 months of employment if not current at time of hire.
  • EVOC Certification 16 hours within 3 months of employment if not current at time of hire.
  • Valid Florida Driver’s License required.
  • Required FEMA (ICS) certifications must be completed within six months of hire.
  • All candidates and employees must successfully pass background and drug screening.
  • Florida State Firefighter Minimum Standards (F.S.S. 633).
  • Florida State Fire Officer I Certification.
  • Florida Fire Officer II certification required within 12 months of appointment.
  • Florida Fire Service Instructor I.
  • Florida Fire Service Instructor III certification required within 12 months of employment.
  • Florida State certified Paramedic
  • Current ACLS, ITLS and PALS certifications.
  • Proven knowledge of Records Management System.
  • Ability to read, collect, evaluate, analyze, comprehend, extract and summarize information from materials such as statutes, ordinances, regulations, diagrams, technical reports, memos, correspondence, and written orders as needed to understand and complete assignments, conduct research or perform other required duties.
  • Proven intermediate or better proficiency in personal computer skills including knowledge of Microsoft Office package including Word, Excel, Access, Outlook and PowerPoint.

Develop, proof and present materials and programs, reports and correspondence. Apply mathematical concepts such as fractions, percentages, ratios, and proportions to practical solutions. Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Work on weekends and after hours to meet deadlines, attend meetings and to make sure all events run smoothly. Function independently in a multi-task environment, as well as part of a team. To multi-task in a fast-paced environment to meet multiple deadlines.

Responsibilities

  • Responsible for management of all ISO classification processes and the processes to attain and retain CFAI accreditation (Commission of Fire Accreditation International).
  • Provides oversight of data management relative to employee training, assignment, certification, and performance "staff" modules of the records management system.
  • Ensures VPSD consistency with District policies and procedures.
  • Responsible for developing, maintaining, and coordinating VPSD policies and procedures; updating personnel manuals.
  • Adherence to District personnel and payroll policies relative to VPSD operations.
  • Reviews reports submitted by subordinate personnel for completeness and accuracy; ensures the proper documentation of all emergency incidents and responses.
  • Develops and delivers VPSD recruitment and selection processes.
  • Develops and delivers VPSD promotional processes.
  • Provides advice and consultation to the fire chief and other departmental supervisory / managerial staff relative to staffing activities, policies and procedures.
  • Provides oversight of the employee evaluation processes including providing assistance to company officers to ensure timely and accurate completion of same.
  • Reviews all staff evaluations (including but not limited to daily evaluations, probationary, annual) to ensure compliance with all rules, regulations and standards and provides feedback to respective supervisors regarding quality and completeness of the information.
  • Works with Fire Chief and Battalion Chiefs to ensure complaints regarding infractions of District policies and procedures, VPSD policies and procedures, and state law are addressed in a timely manner.
  • Annually reviews and updates VPSD job descriptions for accuracy of classification and accountabilities.
  • Researches grant funding opportunities for the department; prepares federal and state grant applications to establish programs and obtain additional funding for the department; prepares progress reports on grants; maintains files and documentation.
  • Analyze, identify solutions and recommend proposed actions to Fire Chief &/or designee for towards positive and timely resolution.
  • At the direction of Fire Chief &/or designee, conducts a variety of special studies and investigations; develops and recommends modifications to Fire programs, policies, and procedures as appropriate.
  • Researches, analyzes, evaluates and recommends new service delivery methods and techniques.
  • Assists in the development of the department's budget by providing the Fire Chief with requested information within required timeframes and in formats needed during the annual budget preparation to ensure department's timely submittal of same.
  • Serves as departmental liaison with District payroll relative to payroll procedures.
  • Coordinates with VPSD supervisors the assignment, reassignment, replacement, and transfer of staff and associated assignments to ensure consistency in placement of VPSD staff.
  • Responsible for the completeness of the following forms/ functions prior to their submittal to Human Resources: Job accommodations & temporary duty assignment. Fit for duty / return duty assessments. Disability, ADA, workers compensation. Witness and testimony hearings relative to VPSD operations.
  • Responds to emergency calls to assist in medical and fire ground operations and provides assistance as needed to the incident commander.
  • May serve as incident commander when required.
  • Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, answering the telephone.
  • Cultivates and maintains effective working relationships within the department, the District, as well as outside of the organization.
  • Participate in the development and administration of division goals, objectives, and procedures.
  • Interpret and apply federal, state, and local policies, laws and regulations in conjunction with District and department policies/procedures, advising Fire Chief of any issues/concerns/discrepancies in a timely manner to ensure compliance as required.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Remains available 24 hours per day, seven days per week, for emergency response.
  • Represents the department and makes presentations to various boards, commissions, hearing officers, and management on a wide variety of internal operational matters within VPSD.
  • Attends training, conferences, seminars, and meetings to remain knowledgeable of modern fire/rescue response operations and administration; maintains required certifications.
  • Provides public presentations concerning departmental operations, practices and procedures.
  • Fills Command Staff or General Staff positions as assigned during major emergency operations.
  • May be assigned after-hours, on-call administration.
  • Performs other duties as assigned.
  • May be expected to perform additional duties in an emergency.
