Provide leadership and strategic direction for VDOT's statewide infrastructure planning and programming activities. Establish program goals and ensure appropriate execution and performance of program activities and compliance with applicable laws, regulations and policies. How you will contribute: Cross-Functional: Serve as member of the Finance Directorate's leadership team and strategically examine financial opportunities, issues, and concerns impacting the Department. Determine tools and methods of addressing issues that benefit the organization. Ensure proper financial stewardship through the direction of policies and procedures. Represent the Department to members of the public, General Assembly members, the CTB, state and local governments, regional entities, and other stakeholders. Plan and direct the work of the Division. Advise VDOT’s Executive Team and the Office of the Secretary of Transportation on matters related to infrastructure investment. Financial and Federal Funds Management: Establish policies and guidance related to the financial life cycle of projects from initiation through final closeout. Coordinate with other Central Office Divisions and districts to ensure that federal, state, and other funds are managed appropriately by ensuring that financial analysis, reporting, and reconciliation are in compliance with state and federal financial management principles and performance metrics. Ensure all activities are conducted in compliance with state and federal program guidelines and communications with external stakeholders. Advise the Department’s Executive Team and Secretary’s Office on related matters. Local Programs Support: Direct Infrastructure Investment Division (IID) activities associated with state-wide program coordination and locally administered project delivery and performance. Advise the Department’s Executive Team and Secretary’s Office on related matters. Planning: Establish policies and guidance for pre-project development activities and coordinate efforts with stakeholders and other cross-functional groups such as TMPD, L&D, Traffic Operations, Environmental, etc. Direct Central Office Infrastructure Investment Division (IID) efforts related to the transportation planning process including planning and technical studies, performance metrics, and project prioritization processes. Support district efforts to collaborate with regional planning organizations to develop their long-range plans and prioritize projects for funding. Portfolio Development and Management: Establish policies and guidance related to the Department’s Portfolio development and management, coordinate efforts across Central Office Divisions and the districts, and advise the Department’s Executive Team and Secretary’s Office on related matters. Direct IID efforts related to developing, managing and updating federal, state and regional funding levels and assessing related Portfolio impacts. Establish goals, strategies, and methods to align construction program delivery, drive results, and advance the Department’s strategic and long-term infrastructure and financial goals. Knowledge of highway transportation infrastructure financing including related statues, regulations, policies, and practices. Knowledge of strategic planning practices and procedures to include goal setting, objective development and performance measures development. Knowledge of supervisory principles and practices to include performance management and discipline. Skill in leading others. Skill in the use of computers and web-based applications. Minimum Qualifications: Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings. Knowledge of business management principles involved in strategic planning, resource allocation, human resources modeling, production methods, and coordination of people and resources. Additional Considerations: A combination of training, experience or education in Public Policy, Business Administration, Finance, Civil Engineering or related field desired. Experience managing complex change and implementing programs, policies, procedures, and long-range goals. Experience presenting complex information to internal and external stakeholders and special interest groups.
