Conduct complex analyses and provide support to assigned operational program area. Perform special duties as assigned. Technical review and analysis of complex and significant development plans to include detailed review of Traffic Impact Studies in assigned counties, towns and cities. Meet with government officials and staff, developers, private sector engineers and consultants, VDOT staff and supervisors to discuss and resolve issues requiring in-depth knowledge of comprehensive plan process, zoning processes, land use, site plan design, highway design, traffic operation features and relevant VDOT policies and procedures. Coordinate resolution of public-private sector policies, procedures and engineering issues associated with major and complex development plans to determine needs. Resolve issues concerning soundness of engineering design and impact on the transportation network. Suggest measures to mitigate traffic impact of land development projects. How you will contribute: Customer Coordination: Coordinate with other staff and external participants in land development community during reviews. Participate in meetings with developers, consultants, county staff, elected officials and citizens to resolve land development issues. Perform duties as assigned.: Perform duties, tasks, activities and/or projects as assigned. Recommendations: Coordinate with developers, consultant engineers, county staff and Board of Supervisors to identify needs and recommend modifications to plan submittals. Review of Land Use applications and traffic design elements: Review comprehensive and complex land use plans. Perform thorough reviews for rezoning requests, master plans, traffic impact analyses, subdivision and site plans. Strategic Planning: Establish, evaluate, adjust and measure goals and objectives for individual assignments and technical expertise. Identify resource needs and work to fulfill them. Seek out new tools, policies or other measures to enhance performance of roadways. Conduct research on various road design and traffic engineering issues for possible application in the review of development plans to changes to department regulations and standards. What will make you successful: Ability to apply regulations and requirements for geometric design, drainage, traffic and safety, and transportation planning and develop context sensitive solutions for complex transportation issues. Ability to negotiate and communicate effectively orally and in writing with technical, administrative, political and citizen audiences. Ability to read and interpret engineering drawings and review complex traffic studies, signal warrant studies and traffic signal design. Ability to work in a fast paced environment, a diverse workforce, and manage multiple assignments. Comprehensive knowledge of design standards, specifications and regulations related to roadway design, traffic and safety engineering, and right of way. Comprehensive knowledge of traffic engineering, land use development and site plan review. Knowledge of ITE, AASHTO and VDOT regulations, policies and procedures, as well as local planning and land development ordinances and laws. Knowledge of land development plan reviews, traffic impact studies and associated requirements. Skill and ability to positively interact with employees, citizens and government officials, orally and in writing. Skill and ability to positively interact with employees, citizens and government officials. Skill in the use of computers and software applications to include traffic engineering design and analysis software. Skill in the use of computers, software applications and/or web-based applications.
