About The Position

Oversight of the complex operations of the Preliminary Engineering unit. Provide strategic leadership of VDOT's transportation program. Build partnerships with various levels of government, elected officials, non-profit and private sector groups and employees. Provide strategic leadership and direction in the planning and delivery of the Districts' engineering programs. Oversee local budgets and administrative planning. Ensure adherence to policies, procedures, guidelines, timeframes and scheduling of major activities or deliverables. Ensure compliance with program priorities, quality of work and VDOT agreements. Meet statewide performance measures and objectives. Build relationships with internal and external customers, contractors, government officials, media. Communicate with constituents, stakeholders and employees regarding issues, concerns and complaints through personal, individual contacts, and meetings. How you will contribute: Communications: Promote VDOT's mission to the community, business partners and stakeholder groups. Respond to inquiries from the public, DOT officials, CTB members, news media and local, state and federal agencies relating to district transportation activities, problems, projects, etc. Collaborate and communicate VDOT initiatives to other government entities and strengthen relationships with legislators, local leaders and other stakeholders. District Engineering Program Management: Provide management direction and monitor performance to ensure desired levels of achievement are obtained in various preliminary engineering sections such as District Preliminary Engineering, Materials, Environmental, and Location and Design Sections. Oversee project plan development and contracts. Coordinate implementation of operating policies and procedures. Oversee development of plans and securing of environmental clearances. Ensure district accomplishments are aligned with statewide program and meet Dashboard targets. Coordinate efforts of district operations and construction staff with Central Office Divisions. Oversee the public involvement process during project development to include project scoping, citizen information meetings, and public hearings. Leadership: Provide leadership and create an environment of high performance, commitment, partnership and support for the achievement of business goals. Lead and deliver the district's Preliminary Engineering activities. Manage Technical Guidance and Problem Resolution: Provide expert guidance in the resolution of highly technical problems in assigned program areas. Develop or oversee the development of new or improved methods of processes and procedures. Recognize the issues that impede performance and works diligently to remove obstacles; and provide the resources to staff. Seek the guidance of VDOT staff to resolve complex technical or programmatic issues. Provide engineering expertise as requested. Manage Vision and Purpose: Participate with other top departmental senior managers to implement VDOT mission, goals and objectives. As a member of the district’s senior leadership team engage with team members to promote the achievement of district performance goals. Inform team members of key program issues and performance data. Work on district-wide and special initiatives at District Administrator's request. Review district organization and recommend changes to provide a more effective and efficient organization. Offer suggestions to further process improvements and program efficiencies. Resource core functions and strategic initiatives and link to the VDOT strategic plan. Empower managers by sharing power and authority. Develop strategies and execute the VDOT Business Plan and Governor’s Multimodal Strategic Plan. Project Management: Provide on-going direction to project managers. Establish organizational structure supporting effective project management. Evaluate performance and make adjustments. Optimize resources across projects. Broad oversight for management of contracts. Provide broad direction for project activities. Integrate team member deliverables and budgets. Coordinate oversight with other divisions ensuring project segments remain on schedule.

  • Extensive knowledge of overall operation of a large-scale public service transportation agency with an operating budget of several billion dollars.
  • Extensive knowledge of principles and practices of transportation project management, project design and construction.
  • Knowledge of site plan reviews and traffic impact studies.
  • Knowledge of supervisory principles and practices to include hiring, discipline, performance management, and employee development.
  • Skill in effectively planning and scheduling work of diverse teams.
  • Skill in gaining and integrating creative ideas and technical skills of others to enhance projects and programs.
  • Skill in leadership and consultation including the ability to work with all levels of management and elected officials.
  • Skill in managing the delivery of exemplary customer service by self and others.

  • Skill in the use of computers and software applications to include engineering programs.
  • Degree in Civil Engineering or related field.
  • Engineering experience applying federal, state and local regulations, policies, and practices impacting transportation operations.
  • Engineering experience in site plan reviews and traffic impact studies.
  • Experience applying technical engineering concepts and blending with sound business decisions.
  • Progressively responsible engineering experience strategically applying a big picture perspective.
  • Progressively responsible engineering management experience related to highway transportation programs.
  • Valid Professional Engineer's license.
  • Valid driver's license.
