About The Position

Emergency Management Specialist is responsible for developing and implementing comprehensive emergency management plans, including Continuity of Operations Plans (COOP), and providing support for disaster preparedness, response, and recovery efforts. Key duties include coordinating with internal and external partners, conducting Hazard Mitigation activities, training staff on emergency procedures, managing emergency operations center activities, and maintaining vital emergency management information and equipment. This position also acts as the Project Manager for Fixed Capital Outlay (FCO) building projects by developing scopes, cost estimates, monitoring contractor performance, and compliance, tracking expenditures, processing invoices, and supporting the five‑year CIP plan.

Responsibilities

  • Performs independent and complex administrative work for the coordination and operation of District Emergency Operations.
  • Coordinates and monitors the district's emergency preparation and recovery activities of the District Four Emergency Operations Center (DEOC) and staffing involved in the operations of the Center.
  • Develop and implement staffing rosters, DEOC activation and deactivation sequences, and DEOC standard operating procedures.
  • Coordinates communications between the DEOC, Central Office Command Center (COCC).
  • Coordinates and assists the District Fixed Capital Outlay (FCO) Coordinator.
  • Acts as the Project Manager on the design and construction of FCO Projects for new buildings, building additions, and renovations.
  • Develops contract scope documents, develops project cost estimates, oversees the performance of contractors, monitors compliance with applicable laws, rules, and procedures, monitors project expenditures and balances to ensure costs are within budget, and processes monthly invoices.
  • Conducting facility assessments to identify unmet or future needs to include in the agency's 5-year Capital Improvements Program (CIP) Plan.
  • Maintains, updates, and distributes the annual District Four Emergency Management Plan.
  • Identifies and coordinates needs, resources, and responses among the various District Offices, Departments and Cost Centers.
  • Coordinates planning and debriefing with Area Incident Management Teams to ensure the best management practices are used in managing all roadway incidents within the District.
  • Monitors and coordinates responses to all emergencies within the District; examples of these emergencies include hazardous material spills; tornadoes; sinkholes; hurricanes; floods; wildfires; bomb threats; road closures; terrorism related events; and other similar natural and man-made disasters that adversely impact the public.
  • Evaluates and coordinates activities related to emergency contracts; Assist in preparation of documentation for Federal Emergency Management Agency (FEMA) reimbursements.
  • Prepares documents and assist with Federal Highway Administration (FHWA) recovery costs reimbursements for District Four and Local Governments.
  • Process vendor invoices.
  • Utilize technical engineering knowledge and skills to develop conclusions and recommendations following an emergency event as to the extent of damage and integrity of infrastructure from acquired data.
  • Coordinates with District Training and Development Office to schedule, organize and track completion of identified training requirements and other assigned mandatory training for Emergency Management (EM) designated personnel.
  • Schedules and coordinates meetings with District Senior Management and designated Operations Staff.
  • Prior to start of hurricane season, organize and set-up Section Team Leader meetings to update and review Roles of Responsibility, as they apply to EM Organization and Continuity of Operations (COOP) Plans.
  • Attend local government training sessions related to EM Operations.
