Requirements

  • Knowledge of leadership skills for staff and associates.
  • Knowledge of Department's Disadvantaged Business Enterprise program and Federal DBE Program.
  • Skilled in organizing and presenting research data.
  • Skilled in developing and utilizing work programs.
  • Skilled in monitoring a small staff of people.
  • Ability to supervise.
  • Ability to make presentations and train in large groups or one-on-one.
  • Ability to communicate effectively, both written and verbally, with the public.

Responsibilities

  • Administer, supervise, and execute the District Construction contractors' Equal Employment Opportunity requirements.
  • Serve as liaison to provide for interfacing with the contractor regarding contract function relating to EEO/DBE/OJT issues.
  • Oversee employee performance by communicating regularly, motivating, training, evaluating, and directing their work.
  • Plan and direct the activities of the District Construction Compliance Office to ensure adherence to policies, procedures, and guidelines.
  • Assist with investigations of external Equal Employment Opportunities complaints.
  • Monitor performance of employees working under the Department's Compliance Consultant Contract.
  • Coordinate, counsel, train, and monitor the Department's CEI Consultants to ensure proper administration of EEO, DBE, and OJT Programs.
  • Oversee contractor payroll violations throughout the District.
  • Coordinate the investigation of construction equipment used by DBE to ensure compliance.
  • Review construction contractor documents to ensure reasonable progress in satisfying DBE requirements.
