About The Position

We are seeking a District Compliance & Support Specialist to join our Office of Enhancing Student Opportunities at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU). This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. What you will do! The primary purpose of this position is to support districts in implementing effective special education instruction and curriculum while carrying out Oregon’s System of General Supervision. This position will provide expertise and leadership in IDEA Programs and policies to lead efforts that will strengthen districts’ capacity to deliver high-quality special education instruction and ensure equitable access to specialized curriculum for students experiencing disabilities. The District Compliance Specialist reviews district practices and data to determine how instructional, curricular, and procedural decisions align with IDEA requirements and where improvements are needed. The position applies policy expertise in IDEA Programs and special education to interpret policy, identify areas requiring correction, and help districts align their practices with statewide expectations for both compliance and instructional excellence. In addition to general supervision activities, the position provides targeted technical assistance and professional learning that build district capacity to improve instruction, strengthen inclusive curriculum access, and sustain high-quality special education systems. Working as part of the IDEA Programs General Supervision team, this position collaborates with District Support Specialists to support consistent implementation of evidence-based strategies and statewide initiatives that advance academic success and better outcomes for students experiencing disabilities.

Requirements

  • Master's degree in Education or related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
  • A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
  • An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.

  • Knowledge of federal and state special education laws and regulations, including IDEA, and the ability to apply these requirements to support compliance and program implementation.
  • Ability to analyse and interpret data, identify trends or areas of concern, and use findings to support reporting, compliance, and continuous program improvement.
  • Demonstrated skill in providing technical assistance, consultation, or training to educators, school districts, or other stakeholders to support implementation of requirements and improve outcomes.
  • Strong organizational and project management skills, including the ability to manage multiple priorities, coordinate complex work, and meet established timelines.
  • Ability to communicate complex information clearly and professionally through written reports, guidance, presentations, and direct communication with diverse audiences.
  • Ability to build and maintain collaborative working relationships with educators, administrators, partners, and cross-functional teams to support program implementation and compliance.

Responsibilities

  • Lead and coordinate activities that examine district special education systems, including how instructional practices, curriculum implementation, and service delivery align with IDEA requirements and support improved academic outcomes for students experiencing disabilities.
  • Review district documentation, data, and student-level evidence to evaluate the effectiveness of instructional decisions and curricular structures, ensuring they promote equitable access to specialized academic content.
  • Apply state and federal regulations to determine when district practices support effective instruction and identify when corrective actions are needed and what corrective action will be implemented to strengthen educational implementation and instructional delivery.
  • Provide statewide consultation and coaching that help districts integrate IDEA requirements with best practices in instruction, curriculum design, progress monitoring, and inclusive service delivery.
