About The Position

Serves as the District Public Engagement Specialist providing key public involvement support for on-going transportation planning-design projects and programs, as well as active construction projects. Performs research, develops and implements project specific and community outreach public involvement activities for the district. Work involves planning and scheduling facilities, resources and audio/visual equipment; preparing a variety of materials including displays, advertisements, handouts, newsletters and presentations; composing and editing diverse information through multiple types of media. Work requires extensive contact with department managers and staff, government officials, private entities and the public.

Requirements

  • Education: Bachelor's Degree in Communications, Public Relations, Business, Marketing or related fields. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
  • Experience: 2 years experience in writing, editing, journalism, public involvement or communications-related activities. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
  • Policies and procedures used by the communications media
  • Video script writing. Audio/visual equipment recording techniques. Recording and editing equipment.
  • Writing methodologies and strategies to develop and implement appropriate informational and educational materials. Electronic publishing procedures and applications. Composing and proofing correspondence.
  • Providing prompt and courteous customer service; advising customers when delays are necessary and following up on identified problems until resolved
  • Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused
  • Planning, directing, coordinating and scheduling. Scheduling and prioritizing work assignments. Research and analysis methodologies.
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Administrative support practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management
  • Designing and selecting appropriate graphic materials and illustrations to convey information in an audience-appropriate manner. Web design and use of applicable development tools for web structures.
  • Shows initiative and action beyond what is required to improve products or services; is self-starting and completes assignments independently without constant supervision
  • Subject to inside and outside environmental conditions
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs

Responsibilities

  • Assesses project requirements with clients and supervisors; defines audience and specifies goals. Coordinates district public involvement activities, special projects and stakeholder committees to meet regulatory and statutory requirements, address complex or difficult issues, and plan special events.
  • Assists in developing and distributing, through a variety of techniques, informational materials such as brochures, handouts, presentations, newsletters, signs and other materials to inform and update project audiences.
  • Develops and implements public involvement and awareness programs and strategies for transportation projects and programs. Interprets, analyzes and conveys information, either verbally, electronically, or in writing to the Department, other agencies, and the public.
  • Proactively seeks opportunities to build awareness to keep communities, businesses, and other interested parties informed of planning and project activities.
  • Assists in planning, coordinating, and implementing district public involvement activities and outreach for transportation projects, such as public meetings, information sessions, and other special events.
  • Prepares and presents information on various programs, projects and activities at district public meetings. Researches, develops and implements innovative public involvement techniques.
  • Monitors media (written, social, electronic, televised) regarding information about upcoming TxDOT projects, public involvement events, and/or feedback from the public post-event.
  • Represents TxDOT District at public engagement events and delivers presentations.
  • Ensures consistency between consultants working on behalf of TxDOT and/or local government consultants in instances requiring TxDOT oversight.
  • Performs other job responsibilities as assigned.
