About The Position

The Disaster Preparedness Program Representative 2 (NY HELPS) will coordinate regional emergency management responsibilities within the Office for People With Developmental Disabilities (OPWDD). This role is crucial for the growth and sustainability of the OPWDD emergency management program, focusing on developing emergency response plans, conducting risk assessments, and coordinating training and exercises related to emergency situations.

Requirements

  • Currently serving as a permanent Disaster Preparedness Program Representative 2 and eligible for transfer.
  • Reachable on the current Civil Service eligible list.
  • One year of permanent competitive service in a title eligible for transfer under section 70.1 of the Civil Service Rules and Regulations (Fire Protection Specialist 1).
  • Five years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs.
  • Experience in preparing or modifying disaster plans and presenting disaster educational training and/or exercises.
  • Experience in gathering and analyzing information to produce briefings or reports for incident response decisions.
  • Experience representing an agency in an Emergency Operations Center or leadership position on the Incident Command System.
  • Experience managing or supervising logistics operations during a major emergency or disaster.

  • A bachelor's degree in a related field can substitute for four years of experience.
  • A master's degree in a related field can substitute for five years of experience.
  • A doctorate in a related field can substitute for six years of experience.

Responsibilities

  • Assist in the development of regional emergency response plans in coordination with established regional planning committees across the state.
  • Perform facility risk assessments for emergency planning activities.
  • Assist in the development of facility-based emergency management plans.
  • Coordinate training within each assigned region for staff involved in emergency situations.
  • Develop, coordinate, and evaluate exercises in accordance with agency policy and state and federal guidelines.
  • Assist in the development of regional communications plans as indicated by state, federal, and agency policy.
  • Assist programs within the region to establish, implement, and evaluate emergency plans at the residential level.
  • Coordinate regional Continuity of Operations Planning (COOP) activities.
  • Assist in the development and education of statewide emergency management policies, procedures, and plans.
  • Provide detailed reports upon request regarding program compliance with federal, state, and agency requirements related to emergency management.
  • Maintain records of training, exercise, and planning activities throughout the region.
  • Assist in the development and deployment of agency incident response teams during times of crisis.
  • Attend local and regional meetings with emergency managers and other agencies.
