About The Position

The Disaster Preparedness Program Representative 2 (NY HELPS) plays a crucial role in supporting emergency management efforts at the local level. This position involves providing logistical and training support, facilitating emergency management training, and assisting in the coordination of various programs aimed at enhancing disaster preparedness across New York State. The representative will work closely with state and local agencies to assess training needs, implement programs, and ensure effective emergency response planning.

Requirements

  • Five years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs.
  • Experience in preparation or modification of disaster plans.
  • Experience in preparing, modifying, and presenting disaster educational training and/or exercises.
  • Experience in gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions.
  • Experience representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System.
  • Experience managing or supervising logistics operations during a major emergency or disaster.

Nice To Haves

  • Experience in conducting training exercises with emergency preparedness personnel.
  • Knowledge of the National Incident Management System (NIMS).
  • Experience in technical planning assistance for disaster preparedness.

Responsibilities

  • Assist in assessing the training needs of state and local agencies and other organizations that support the State's emergency management efforts.
  • Assist in the coordination and implementation of expanding programs in the Field, including County Emergency Preparedness Assessment and Local Emergency Management Accreditation.
  • Conduct and/or facilitate the delivery of emergency management related training, both locally and regionally across the State.
  • Participate in training exercises with State, federal, and local government emergency preparedness personnel, and advise improvements.
  • Serve as a local operations officer when the emergency operations center is activated.
  • Provide technical planning assistance to State and local government agencies in the development of disaster preparedness and emergency response plans.
  • Coordinate and collaborate with public and private sector stakeholders and other organizations that can support the state's disaster planning and preparedness efforts.
  • Attend and/or facilitate planning meetings, conference calls and provide support in the delivery of exercises to test the effectiveness of emergency plans.
  • Obtain program-specific and National Incident Management System (NIMS) training to enhance existing skills.
  • Supervise and provide training to the Disaster Preparedness Program Representatives as required.
  • Provide technical assistance to State and local government agencies in the development, deployment, and maintenance of All Hazards Incident Management Teams (AHIMTs).
  • Support the coordination and delivery of All Hazards Incident Command System (ICS) training and AHIMT training, workshops, and conferences.
  • Participate in on-site assistance program and evaluation of regional/local AHIMTs to determine operational readiness.
  • Prepare correspondence, reports, briefings, and presentations as assigned.
  • Act as liaison between the State Incident Management Teams (IMT) and Regional and/or County AHIMTs, other State agencies, and local officials for various planning and operational activities.
  • Responsible for all aspects of the NYS Emergency Operations Center (EOC), including readiness to activate at any time and assisting with the operation during an activation.
  • Establish communications with local county partners to support needs at the local level during emergencies and regular operations.
  • Provide emergency management support to localities and counties during emergency events.
