About The Position

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $95,000.00 - $114,000.00 THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE MANAGER. YOU MUST BE A CURRENT EMPLOYEE OF THE ADMINISTRATION FOR CHILDEN’S SERVICES TO BE CONSIDERED FOR THIS POSITION. The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 473 public employees. Admin manages a Personnel Services (PS) Budget of approximately $32 M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production. The Office of the Chief Operating Officer (COO) provides high-level administrative and analytical operational support to the Division of Administration. The Office of the COO is responsible for supporting the development and implementation of short-term plans and long-term organizational strategies for the Division, factoring in all projects and plans approved by the Deputy Commissioner. The Office manages the $80M Other Than Personnel Services (OTPS) Budget for all Divisional contracts and finances for the Division to effectively manage contracts and deliver operational goods and services. What we’re looking for: The New York City Administration for Children’s Services (ACS) is seeking an outstanding candidate to serve as the Director of Financial and Contract Management and Reconciliation within the Office of the Chief Operating Officer (COO) for the Division of Administration. The ideal candidate should have a solid quantitative, analytical, and project management background. Reporting to the Deputy Executive Director for Financial and Contract Administration, the incumbent will serve as a facilitator for all initiatives and projects within the Division of Administration and work collaboratively with operational units within the division. The incumbent will have oversight responsibility over the activities of the unit, including the coordination of the Division’s Procurement and Invoice Payment Units. This position is an integral member of the leadership team for the Division of Administration.

Requirements

  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Responsibilities

  • Track, update, and monitor the Division’s Other Than Personnel Services (OTPS) budget to identify trends, deficiencies, and excess funding across operational areas.
  • Oversee procurement activities for the Division’s operational units by coordinating closely with all stakeholders.
  • Oversee the Division’s invoice payment processes through consistent coordination with all stakeholders.
  • Develop and oversee reporting tools that enhance workload tracking and planning.
  • Develop and oversee dashboards and other monitoring tools to improve operational processes.
  • Direct workload distribution using best practice management principles and benchmarking standards.
  • Provide business analysis and management support to cross functional units to deliver unified, comprehensive solutions to business challenges.
  • Support contract managers by liaising with the Financial Services Division and the agency’s ACCO Office.
  • Define, plan, execute, and complete assignments using appropriate tools for documentation, communication, tracking, and reporting on activities, status, and risks.
  • Work closely with staff to maintain accurate workload documentation and activity tracking.
  • Ensure tracking systems remain well organized, up to date, and capable of producing timely, meaningful management reports.
  • Develop and oversee a team to ensure consistency and quality in service delivery and project review.
  • Oversee the creation and maintenance of the unit’s standard operating procedures, including best practices.
  • Train staff to expand their skills, improve performance, and maintain high quality service delivery for all stakeholders.
