BCFS Health and Human Services established in 1944 is a non-profit organization with locations and nationally doing noble work across Texas and the United States, specializing in community-based care for at risk families and children (abused and/or neglected & domestic violence), prevention & early intervention services, housing for young adults aging out of the foster care system, mental health & life skill services, advocacy and case management coordination for survivors of human trafficking, medical programs for women who are pregnant or post-partum, and serving families who have a child with a disability or special needs by providing them with an opportunity to visit the world’s first theme park designed with individuals with special needs in mind.

Requirements

  • Required – Required: Bachelor's Business, Education or a Social Science related field.
  • Required – 2 years of experience in developing and implementing a program or business including experience in the administration, financial management and supervision of employees.
  • As required by specific program grant.
  • Maintain certificates required for the position including but not limited to First Aid and CPR.
  • Must be bilingual (fluent in Spanish/English)
  • Valid Texas Driver’s license with a clear driving record and reliable transportation.
  • Pass a pre-employment drug screen and random drug screens.
  • Provide proof of work eligibility status upon request.
  • Pass a pre-employment and biennial criminal background and motor vehicle check (fingerprints needed if applicant has lived out of state within the past 5 years).

Nice To Haves

  • Preferred – Master’s degree in Business, Education or a Social Science related field.
  • Preferred – 3 years’ experience in working with children and adolescents in a large organization

Responsibilities

  • Leadership and Supervision: a. Lead and supervise staff, including providing consultation, evaluation, and training. b. Ensure contract compliance and quality service delivery. c. Act as a liaison with contract managers. d. Monitor and maintain program procedures. e. Guide, lead, and mentor staff. f. Implement safety protocols.
  • Program Management: a. Meet deadlines and ensure program outcomes are achieved. b. Oversee budgets and financial reports. c. Review and approve spending reports. d. Collect and submit required documentation for grantors. e. Conduct file audits and ensure compliance with contract requirements.
  • Community Engagement: a. Participate in community meetings and outreach activities. b. Build relationships with community entities.
  • Staff Development: a. Hire, train, and evaluate staff. b. Provide coaching, counseling, and development plans. c. Ensure staff are trained in program data collection.
  • Crisis Management: a. Respond promptly to crises. b. Be on call after hours. c. Provide crisis intervention as needed.
  • Meet all federal, state, and agency guidelines and standards.
  • Schedule and participate in meetings and team decisions and operations.
  • Ensure program outcomes and contract deliverables are met.
  • Submit timely reports.
  • Maintain accurate records and documentation.
  • Responsible for oversight of the budget for the program. This includes reviewing monthly general ledgers, billing spreadsheets, day-to-day tracking of expenses, and reviewing all financial reports for compliance.
  • Monitor and approve program spending based on approved budgets.
  • Review and approve monthly spending reports for direct reports. Collects and submits original receipts, expense reports, sign in sheets, and other required documentations for budget and billing in a timely manner.
  • Complete ongoing training, one/one consultation, and completion of monthly case file audits, review of case documentation, report writing, and shadowing of direct care staff.
  • Participate in community outreach and build relationships.
  • Train and develop staff.
  • Demonstrate the ability to: a. Respond sensitively and competently to the service population’s cultural and socio-economic characteristics. b. Communicate effectively in writing and verbally in English. c. Work in a fast-paced environment. d. Maintain computer literacy required to meet the responsibilities of the position. e. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team. f. Travel as needed.
  • Other job duties as assigned per grant requirements.
