About The Position

Project Controls Division of the Department of Design and Construction seeks a project controls director. Under the direction of the Associate Commissioner, Project Controls, or their delegate, the Director is responsible for analysis and identification of opportunities throughout the Agency’s various programs and projects to avoid or mitigate construction contractor claims.

Requirements

  • Only candidates who are permanent in the Administrative Project Manager title or those filed for the agency’s Promotional List (Exam #5565), or the Open-Competitive List (Exam #5164) may apply.
  • Please include a copy of your Notice of Results card or indicate if you are already permanent in the title. If you do not meet the previously mentioned civil service criteria, you will not be considered for an interview.
  • 1. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.
  • Authorization to work in the United States is required for this position.

Responsibilities

  • Review and analyze the Agency’s history of construction claims, change orders and time extensions to understand the reasons for claims and the magnitude of their impact; identify opportunities to improve existing contracts, procedures and practices including forms and checklists.
  • Review Agency specifications and contracts to identify opportunities to mitigate risks, avoid claims and codify claims avoidance best practices.
  • Review Agency’s standard planning, design and construction management policies and procedures to identify opportunities to mitigate risks, avoid claims and incorporate best practices; collaborate with project delivery divisions to help establish policies around data governance, process escalation and matrix of authority within project delivery teams, as related to claims avoidance
  • Develop and provide monthly update of work plan to adopt innovative tools and technology to support claims avoidance and management efforts.
  • Monitor project teams’ compliance with contract requirements and internal procedures and report variances to senior management
  • Provide technical advice to the project delivery team; Facilitate workshops to help project teams develop and update risk registers on larger projects, if requested by Division Head
  • Support the development of standards for construction data and documentation and their retention requirements. Establish data requirements for project construction management systems to improve Agency’s position on disputed issues that could become claims; establish and implement management standards for analyzing and documenting contractor’s entitlement to cost damages and time extensions
