Job Summary: Leads strategic delivery, and oversight of capital projects, ensuring timely, cost-effective alignment with organizational goals, regulatory standards, and objectives while driving efficiency and cross-functional collaboration. Job Description: Provides execution oversight and leadership across all phases of capital projects, ensuring alignment with organizational objectives, scope, budget, schedule, and quality standards to deliver efficient execution and maximize business value. Drives cross-functional collaboration and stakeholder engagement among internal teams and external partners, including municipal, state, and federal agencies, and contractors, to ensure coordinated progress and transparency throughout the project lifecycle. Establishes and enforces governance frameworks for contracts, compliance, and ethical standards to mitigate risks, manage change effectively, and uphold organizational integrity. Monitors and evaluates quality processes within the area of responsibility to ensure all work and services meet customer expectations and align with company quality standards. Directs strategic budget planning, forecasting, and resource allocation to maintain financial discipline, optimize operational efficiency, and support long-term organizational goals. Establishes performance frameworks and leverages KPIs and metrics to monitor progress, ensure alignment with organizational goals, guide strategic initiatives, and drive continuous improvement through the implementation of new business strategies. Guides and provides strategic mentorship to managers, ensuring adherence to PMO standards and quality programs while fostering a high-performance culture and promoting cross-functional collaboration to drive organizational excellence. Leads and supports organizational strategies for the restoration of critical services and emergency preparedness to ensure business continuity and community trust. Embraces and leads additional strategic responsibilities as needed to advance enterprise objectives and organizational resilience. Champions and models enterprise-wide adherence to governance, compliance, and ethical standards to uphold organizational integrity and regulatory alignment.

Requirements

  • Bachelor's degree in Business, Project Management or related field from an accredited university.
  • 10 years of experience in project management within a large electrical utility environment, with knowledge of design, construction, and commissioning of transmission, distribution systems, equipment and components with responsibilities of planning, budgeting, and at least 5 years' of progressive experience in leadership or management roles overseeing multiple departments and/or functional areas.
  • Strong knowledge in Project Controls – scheduling, tasks development, WBS, Costs, Estimating, Risks and Reporting (to Regulatory and Federal Aid Agencies).
  • Knowledge of OH&S Safety Regulations as well as applicable Municipal, States and Federal Legislation is considered an asset.
  • A solid knowledge of Microsoft Office PC applications (Excel, Word, PowerPoint) along with Project Management tools (MS projects, Primavera P6 or TBA)
  • Solid Understanding of Earned Value Analysis and Management for monitoring, tracking and reporting of project progress updates.
  • Proven skills in Project Execution and Contractor Management.
  • Strong interpersonal and management skills with the ability to influence senior stakeholders.
  • Ability to effectively prioritize workloads, meet deadlines and resolve conflicting priorities.
  • Strong English communication skills (both oral and written)
  • Strong ability to develop and deliver effective presentations and facilitate meetings as related to strategy, training, and collaborating with various stakeholders
  • Valid Driver's License

Nice To Haves

  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification is preferred.
