About The Position

The Director, Technology Strategic Sourcing, is a transformative enterprise leader and trusted advisor to executive leadership, including EVPs, SVPs, and C-suite executives. This role shapes the company's global technology sourcing strategy and partnerships across the technology landscape. As a global people manager, the Director leads a medium-sized, geographically dispersed team, fostering a culture of collaboration, inclusion, and high performance. The Director also plays a major leadership role in the ongoing transformation of Global Sourcing and Procurement at PayPal, driving modernization, strategic alignment, and enterprise value.

Requirements

10+ years relevant experience and a Bachelor's degree OR Any equivalent combination of education and experience.
Progressive experience in Technology Strategic Sourcing and Procurement with proven success influencing VP+ level stakeholders.
Deep expertise in Telecom, Connectivity, Hardware, SaaS, Infrastructure, Data Centers, and Cloud Providers.
Market-connected leader with strong, direct relationships across the technology ecosystem - able to anticipate shifts, shape negotiations, and advise the enterprise from a position of strength.
Track record of leading large-scale sourcing transformations and designing modern operating models that deliver measurable business impact.
Known for challenging the status quo and guiding executives through complex strategic decisions with clarity and authority.
Exceptional executive presence, communication, and business acumen; skilled at translating data and market insight into strategic direction.
Global experience and proficiency in Category Management, Ariba, and BI tools.

Responsibilities

Execute the organization's sourcing strategy, ensuring it aligns with business objectives and delivers value.
Lead negotiations with suppliers to secure favorable terms, cost savings, and quality improvements.
Collaborate with internal stakeholders to define material, quality, and service requirements and ensure alignment with sourcing strategies.
Develop and use scorecards to measure and evaluate supplier performance, ensuring compliance with contractual agreements.
Identify and implement process improvements to enhance the efficiency and effectiveness of sourcing operations.
Explore and evaluate new sources, methods, and vendors to ensure a reliable supply of materials.
Serve as a strategic thought partner to senior executives, shaping technology investment and sourcing decisions that directly influence corporate strategy. Operate with board-level visibility and deliver insights that drive competitive differentiation.
Maintain an unparalleled command of the global technology marketplace. Be the leader who is on speed dial with executives at all major technology suppliers, bringing early insight into emerging technologies, pricing trends, and partnership opportunities.
Architect and execute visionary category strategies across Cloud, SaaS, Infrastructure, Connectivity, and Hardware. Lead end-to-end sourcing transformations that redefine how the enterprise engages with the technology supply base.
Build and sustain executive-level relationships with strategic suppliers. Shape supplier agendas to align with enterprise outcomes, leveraging influence to drive innovation, cost transparency, and long-term value creation.
