About The Position

Director, Specialized Foster Care Inspiritus is seeking a Director of Specialized Foster Care (SFC) who can lead the CFS team as it navigates the changing SFC landscape created by the Families First Prevention Services Act. The Director is responsible for the day-to-day and supervision, growth and enhancement of the staff within the Specialized Foster Care program, which currently focus on children with high medical acuity and behavioral needs. Position Details: Full Time Department – Children and Family Services Reports to Executive Director of Children and Family Services Located in Atlanta Mostly Virtual/Remote with some on-site required, Travel (0 – 25%) Monday through Friday; 8:30AM – 5:00PM Annual Compensation - $80,000 -$85,000

Requirements

  • Bachelor’s Degree and 10 years of progressive experience in foster care, or master’s degree in related field (social work, counseling or marriage and family therapy) of study from an accredited university and 7 years of progressive experience in foster care.
  • Must have a minimum of two (2) years supervisory/leadership experience with a private CPA or similar background with state-managed children and family service programs.
  • Excellent knowledge of State of Georgia, DHS, ORCC Rules and Regulations for Child Placing Agencies.
  • Experience managing billing and financial reporting.
  • Ability to use data to analyze work performance and take actions to improve outcomes.
  • Ability to implement and monitor systems designed to improve workflow.
  • Ability and desire to work within a team and to work independently.
  • Ability to make difficult decisions after reviewing available information.
  • Experience dealing with issues with consumers and the community.
  • Strong verbal and written communication skills.
  • Strong team building and leadership skills.
  • Ability to take initiative.
  • Strong working knowledge of Microsoft Office applications.
  • Must have the ability to communicate with all persons in a culturally competent manner.
  • Must be sensitive to the service population’s cultural and socioeconomic characteristics.
  • Must hold a valid Georgia Driver’s license and have personal auto insurance and a good driving record

Nice To Haves

  • Extensive knowledge of Extended Reach (EMR), data analysis, COA, and Family First Preventions Services Act.
  • Experience with the Council on Accreditation (COA) process work, FFTA and/or Together Georgia.

Responsibilities

  • Plans organize and coordinate the development, implementation and management of Specialized Foster Care Services.
  • Has extensive knowledge of foster home recruitment and retention including regulations that govern recruitment in the state of Georgia.
  • Holds Structured Analysis Family Evaluation (SAFE) Certification.
  • Possesses knowledge of NTDC pre-service training, preferred certification.
  • Holds Crisis Prevention and Intervention (CPI) certification.
  • Experience developing and training foster families and staff.
  • Facilitate the processing RBWO foster parent reimbursements, county reimbursements, and monthly prebill, including recoupment of outstanding payments.
  • Knowledge of Extended Reach (EMR), including its financial functionality, and ability to utilize it effectively.
  • Monitor contractual and grant compliance changes.
  • Make necessary external alliances to stay abreast of State of Georgia Department of Human Services’ RBWO requirements, Office of Regulatory Child Care Services Rules and Regulations for Child Placing Agencies.
  • In partnership with Executive Director of Children and Family Services and Assistant Director of Specialized Foster Care, explore funding opportunities to sustain, expand and diversify programming and financial resources.
  • As needed, participate in state level Critical Incident Review Team meetings to provide expertise.
  • Attend statewide and regional meetings on behalf of Inspiritus.
  • Serve as a primary point of contact for statewide coalition groups related to the assigned program areas.
  • Review Extended Reach and identifies any trends in the region that impact compliance with RBWO minimum standards, RCCL CPA Rules, and Accreditation standards.
  • Provides training and follow-up to correct any areas of need.
  • Work with the Executive Director of C & F Services to identify, initiate and develop business relationships with potential partners, e.g., state, federal, county, private, for-profit and non-profit partnership.
  • Support quality assurance, quality improvement and corrective action planning and Facilitate program audits, both internally and externally.
  • Ensure policies are current and in compliance with federal, state, and accreditation standards.
  • Participate in Inspiritus committees when applicable.
  • Participate in leadership meetings as required.
  • Assist with hiring and onboarding of new SFC employees.
  • Provide supervision to Assistant Director and Recruitment Team.
  • Conduct performance reviews.
  • Recommends or initiates personnel actions such as salary increases, promotions, disciplinary actions including performance improvement plans and terminations.
  • Ensure training requirements and needs are met.
  • Ensure all governance standards are met.
  • Work in partnership with the Executive Director of Children and Family Services, Chief Operating Officer and Chief Financial Officer to develop and oversee program budgets, monthly monitoring, and assurance of timely payment receipt for services rendered.
