About The Position

The Director, Regional Operations Center (ROC) is responsible for the oversight of the Southern Region Operations Centre. The position manages the Seniorr Managers, Chief Dispatchers, and unionized Rail Traffic Controllers (RTCs) are all related to daily operations in the centre to meet CN’s service commitments. The position’s primary responsibility is to Supervisor the team in achieving the organization’s targets, rules and regulation compliance. Furthermore, the role acts as a point of escalation, intercedes with other departments, communicates and plans with other railroads, as well as coaches, and develops Front Line Supervisors (FLS) to take on increased responsibility and oversees the management of unionized employees. The role is critical to ensure network fluidity between other functions and regions bridging the gap between the Transportation Divisions to ensure the overall plan meets the Southern Region operational requirements.

Requirements

  • Supervisory management
  • Between 10 to 15 years of overall relevant experience
  • Minimum 10 years of experience working at CN (e.g., previous experiences as a Dispatcher, Manager, Rail Traffic Controller or Conductor)
  • Minimum 4 years of supervisory experience working with both union and non-union employees
  • Experience with CN’s collective agreements and Operations
  • Experience in Finance
  • Experience in forecasting
  • Experience in predictive analytics
  • Post-secondary diploma or equivalent
  • Bachelor’s Degree in Business or Logistics

Responsibilities

  • Coach and train management employees on company policies and procedures
  • Oversee the execution of the regional safety plan, work with the Assistant Vice President (AVP), Network Operations to set objectives for Senior ROC Managers and Chiefs
  • Oversee reporting systems data on safety trends to ensure most effective methods are used to resolve issues
  • Review safety tests and safety blitz data looking for any trends
  • Maintain teamwork and order amongst staff, contractors, and internal clients by acting and encouraging a sense of urgency to respond to issues as they arise
  • Leverage experience and understanding to ensure the decisions being made consider the larger perspective
  • Use operational data in the system to identify opportunities to improve asset utilization and service reliability
  • Oversee the management of crew utilization, track deadheads, recrews and labour costs, take action to improve operation and cost control
  • Oversee and support Managers and FLS in the Senior ROC in operations.
  • Provide RTCs with Key Performance Indicators (KPIs) to better understand the opportunities to focus on
  • Empower the RTCs to make decisions and own their respective operation
  • Support FLS in the centre working with Transportation to manage train lineups and train meets and to predict the Estimated Time of Arrival (ETA) and train crew needs
  • Oversee operating metrics and employees’ execution relative to train performance, crew productivity, and asset utilization while balancing costs.
  • Review service plan execution with the transportation team as well as other departments to determine best course of action to achieve optimal results.
  • Build network and out of network relationships to support the strategic initiatives or opportunities for the centre.
  • Communicate company goals and policies to create a clear understanding of the direction and expectations to both the FLS team and unionized employees
  • Oversee Union-Company initiatives to improve relations with the Union by discussing and resolving issues
  • Develop and sustain the right employee behaviours with feedback, recognition reinforcement and coaching
  • Oversees the FLS with time off request, leave of absences and attendance management
  • Work with RTC new hires to ensure the proper tools are provided for success.
