Turner & Townsend are seeking a Director of Project Controls to lead cost, schedule, and risk management for a large-scale data center construction program in Beaver County, PA. This role will establish and oversee robust project controls processes, ensuring accurate forecasting, reporting, and governance across all phases of delivery. The Director will partner with project leadership, contractors, and stakeholders to maintain transparency, mitigate risks, and drive performance against budget and schedule targets.

  • Develop and implement project controls strategy, governance, and reporting frameworks for the data center program.
  • Establish cost management processes, including budgeting, forecasting, earned value analysis, and variance reporting.
  • Create and maintain detailed CPM schedules (Primavera P6/MS Project); monitor critical path, milestones, and recovery plans.
  • Define and manage risk registers; implement mitigation strategies and contingency planning.
  • Ensure compliance with corporate standards and client requirements for cost, schedule, and reporting.
  • Oversee development of multi-million-dollar budgets; validate estimates and track actuals against forecasts.
  • Manage change control processes, including evaluation of scope changes and impact analysis.
  • Prepare executive-level dashboards and reports for senior leadership, highlighting performance, risks, and corrective actions.
  • Lead schedule development and integration across design, procurement, construction, and commissioning workstreams.
  • Monitor progress and identify schedule risks; implement recovery plans to maintain milestone adherence.
  • Utilize project controls tools and platforms for cost and schedule management (e.g., Primavera P6, MS Project, cost systems).
  • Drive data integrity and reporting accuracy across all project phases.
  • Collaborate with project managers, finance teams, and contractors to ensure alignment on cost and schedule objectives.
  • Support client reporting requirements and participate in governance meetings.
  • Build and mentor a high-performing project controls team; foster a culture of accountability and continuous improvement.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
  • 12+ years of experience in project controls, cost management, and scheduling for large-scale construction programs (data center or mission-critical preferred).
  • Proven ability to manage complex budgets and schedules for multi-million-dollar projects.
  • Expertise in cost forecasting, earned value management, and risk analysis.
  • Strong proficiency in Primavera P6, MS Project, and cost management systems.
  • Bachelor’s degree in Engineering, Construction Management, Finance, or related field (advanced degree preferred).
  • Excellent analytical, leadership, and communication skills; ability to influence stakeholders and drive performance.
  • Professional certifications such as CCP, PSP, PMP, or equivalent are highly desirable.
