About The Position

Your Role The Community Resource Center (CRC) team jointly oversees the operations of 14 CRCs across Los Angeles County in partnership with L.A. Care Health Plan. These centers are designed to improve community health and promote health equity by addressing key social drivers of health. The Director of Program Development and Evaluation reports to the Senior Director of Community Programs and provides strategic leadership across operational, programming, evaluation, member engagement, and community engagement functions for all 14 CRCs. Serving as the primary day-to-day partnership lead for Blue Shield Promise with L.A. Care, the Director ensures that CRC programs, initiatives, and operations align with the broader strategic priorities of both organizations. The role includes developing and managing a comprehensive CRC evaluation framework, including key performance indicators, dashboards, and cost benefit analyses. The Director also oversees all aspects of team leadership—hiring, coaching, training, performance management, and motivating staff to foster an effective, high performing team. Requirements

  • Requires a bachelor’s degree or equivalent experience
  • Requires at least 10 years prior relevant experience, including 6 years of management experience
  • Requires strong interpersonal skills as demonstrated by compassionate, courteous, cordial, cooperative and professional interaction with diverse groups of co-workers, external business partners and the community
  • Requires exceptional organizational skills and follow-through with strong attention to detail in a face-paced environment

Nice To Haves

  • Experience working in community health and/or Medicaid/Medi-Cal preferred

Responsibilities

  • Develop and implement a programming strategy that meets the goals and objectives of the CRC partnership with LA Care Health Plan
  • Lead program development efforts by identifying new partnerships and opportunities to support the CRCs’ growth and sustainability
  • Drive program strategy by providing data-driven recommendations on which programs, services, and interventions to test, scale, or sunset
  • Lead the program evaluation strategy, including the integration of real-time participant feedback and community insights, to improve programming and operations
  • Ensure Blue Shield Promise's investment in the CRC joint initiative is utilized as designed and maintain a strong partnership with LA Care team
  • Develop goals, objectives and action plans for CRC staff including full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees
