BFS delivers services in the fields of accounting, budgeting, financial reporting, contract management, warehousing, and procurement. Purpose The Director of Procurement and Warehousing in BFS is responsible for the strategy and delivery of procurement and warehousing support to numerous campus departments. The BFS Procurement team provides purchasing services for customer units and the Warehousing Team operates two central hub warehouses and more than 20 satellite locations.

Requirements

  • Bachelors degree in business or related field
  • A combination of seven (7) years of progressively responsible experience in procurement, sourcing, distribution management, storage, issuance of, and/or accounting for property and material in a central distribution/purchasing organization.
  • Five (5) years supervising a staff of four (4) or more employees in a procurement function or an equivalent area of complexity.
  • Experience managing an inventory containing thousands of unique items.
  • Contract creation, negotiation, and administration experience.
  • Experience gathering, understanding, and communicating complex specifications.
  • Demonstrated proficiency in gathering, analyzing, and presenting data using personal computer and related software including Microsoft products Excel, Word and PowerPoint.
  • Relevant education and experience may be substituted as appropriate.

Nice To Haves

  • Masters degree and specialized courses in inventory control, supply chain management, distribution management, warehousing, and/or procurement.
  • More than seven (7) years of the above-mentioned experience.
  • More than five (5) years of supervisory experience.
  • Knowledge of University purchasing, inventory procedures and sources/suppliers for items used by Facilities Services.
  • More than two (2) years of experience with UT DEFINE system or other University mainframe applications.
  • Experience implementing or working with an e-commerce procurement system.
  • Experience managing and administering large service contracts.
  • Familiarity with materials specific to a Facilities Services operation.
  • Ability to analyze, interpret and communicate University policies and procedures.
  • Plans, initiates and completes assignments with minimum direction.
  • Excellent oral and written communication, planning, problem-solving, organizational, project management and customer service skills.
  • Ability to influence and build work relationships among a varied workforce at all levels.

Responsibilities

  • Provide strategic and operational oversight to both the BFS Procurement and Warehousing Teams.
  • Ensure timely and professional procurement, material distribution, and material storage, in support of customer operational missions.
  • Provide effective staff management through timely recruitment, selection, orientation, training, motivation, coaching, evaluation, and redirection. Promote professional development of staff.
  • Measure and evaluate performance of division.
  • Develop and maintain electronic applications, databases, queries and financial reports to facilitate and record the purchasing, maintenance, and issuance or delivery of material supplies.
  • Serve as purchasing representative on behalf of BFS customer departments in collaboration with centralized university departments.
  • Liaise with Central Procurement and the Business Contracts Office to ensure customer procurement needs are met.
  • Oversee bid solicitation and evaluation, preparation of purchase requisitions and orders, management of regular cycle counting activities, and departmental records maintenance and retention.
  • Oversee the receipt, storage, security, and issuance of materials.
  • Final approve purchasing transactions and management of two million dollars in physical inventory.
  • Advise leadership within BFS customer units on warehousing and procurement practices, policies, and issues.
  • Ensure stakeholders are well informed of all significant activities impacting the division and of significant planned activities well in advance of execution.
  • Oversee consistent application of university policies and procedures on procurement matters.
  • Advise leadership and management staff on changes to procurement policies/procedures.
