Action  Policy development is only the beginning of BPC’s work. Our advocacy affiliate, BPC Action, advances legislation by providing political and technical assistance, identifying and supporting legislative champions, and leveraging key relationships to support members of Congress working together to enact solutions and produce results for Americans. Results  In 2025, BPC and BPC Action mobilized to introduce over 120 bills in the House and Senate and helped advance over 40 bills beyond committee. We met with over half of all congressional offices, expanding our reach to both parties. BPC’s Human Capital Program is crafting a national strategy to equip every American with the knowledge, skills, and tools they need to access their full potential. Using expertise in education, workforce training, paid leave, childcare, immigration, and career readiness, we’re working to make economic opportunity available to everyone at all stages of life. From early childhood through classroom and career, BPC is bridging the partisan divide to support children and working families. The Director, Policy Communications (Human Capital) will play a leadership role in all aspects of press and public relations efforts for BPC’s Human Capital program. The director will work with BPC Communications and program leadership to develop and implement a communications strategy for the program and will contribute to the development and execution of BPC’s overall communications strategy.

Requirements

  • BA, BS in journalism, communications, education, political science, or a related field
  • 10-15 years of direct experience in media relations and communications -- Education and/or workforce issues, campaign and/or Hill communications experience a plus
  • Strong writing and verbal skills required
  • An ability to work under tight deadlines and juggle multiple projects
  • Experience integrating digital media into a comprehensive communications strategy
  • A demonstrated innovative and proactive approach to growing media coverage. Experience working with top-tier national media operations and news organizations required
  • Interpersonal skills and ability to work well in a team and independently
  • Demonstrated ability to meet tight deadlines and work under pressure
  • Strong project management skills
  • Must be available to respond to news media and staff outside of working hours

  • Current contacts on relevant beats and with issue-specific trade publications a plus
  • Experience supporting and managing high level principals a plus

Responsibilities

  • Develop, implement, and manage a strategic, proactive public relations and media strategy for BPC’s Human Capital program
  • Manage media relations professional(s) and outside vendors
  • Cultivate relationships and work closely with reporters, producers, and editors to ensure BPC has a prominent media presence and is highly visible on key human capital policy issues
  • Develop and review media-related materials, including releases, op-eds, letters to the editor, advisories, event invitations, and blogs. Secure placement of op-eds and letters to the editor
  • Work with BPC’s Human Capital program to craft messaging around project activities
  • Work with video production and graphic design consultants to create compelling videos and collateral materials for the Human Capital program
  • Work with BPC’s digital media team to integrate digital strategies into the comprehensive Human Capital communications strategy
  • Work with BPC’s events team to create compelling content that attracts participation from and coverage by top-tier media outlets
  • Work with BPC’s advocacy affiliate, BPC Action, to develop strong working relationships with Congressional and Administration communications staff when relevant
  • Contribute to planning and execution of BPC’s overall communications strategy

  • BPC offers comprehensive health insurance benefits with a choice of open access HMO, POS, or PPO plan. HMO and POS individual plans have a monthly premium cost share of 10%. Dependent and Family HMO and POS plans are offered with a monthly cost share equal to 20% of the difference between the plan premium and the individual HMO monthly premium. PPO plans are offered with a 20% premium cost-share for all plans.
