The Director of Policy and Program Development at the Department of Citywide Administrative Services (DCAS) plays a pivotal role in ensuring that the City of New York adheres to its commitment to equity, effectiveness, and sustainability. This position is not just about managing policies; it is about shaping the future of employment practices across over 80 city agencies. The Director will oversee the Policy, Program Development Unit (PPD), which is responsible for designing and implementing initiatives that align with legal mandates and legislation, as well as organizing mandatory citywide best practice meetings for Equal Employment Opportunity (EEO) Officers. This role is crucial in promoting compliance with training programs and reporting, guiding agencies in the effective use of workforce metrics, and maintaining compliance tools and resources. The Director will report directly to the Chief Citywide Equity and Inclusion Officer/Deputy Commissioner and will act as a key advisor on initiatives related to citywide program development and legislative priorities. The responsibilities include tracking and reviewing proposed legislation, directing the implementation of relevant laws, and developing methods to manage compliance. The Director will also be tasked with researching DEI trends, creating educational programs, and conducting presentations to various groups, ensuring that the city remains at the forefront of diversity, equity, and inclusion initiatives. In addition to policy and analysis, the Director will focus on data-driven decision-making by establishing metrics to track the effectiveness of DEI initiatives and making recommendations based on data visualizations and reports. Supervision of staff is also a critical component of this role, as the Director will provide leadership, training, and performance evaluations to ensure the success of the PPD's goals and objectives.
