The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Water Supply seeks to hire an Administrative Staff Analyst M-4 to serve as Director of Personnel Services within the Core Services Directorate. Under direction, of the Deputy Commissioner of Core Services, the Director of Personnel Services is responsible for overseeing all aspects of personnel management within the Bureau of Water Supply. Their primary work location will be at one of the following: Kingston, Valhalla, or Grahamsville while maintaining a satellite office at the other locations. The Director, Personnel Services will serve as the Bureau Administrator and will be responsible as liaison to the Agency for Organizational Development and Human Resource program initiatives. This Director will manage staff responsible for bureau-wide personnel resources, employee services, labor and discipline matters, and Equal Employment Opportunity (EEO) compliance. Specifically, the Director, Personnel Services will be responsible for the following: - Management of the Bureau’s Personnel Service (PS) Budget, approximately $90 million, with an authorized headcount in of 1,026 employees. - Management and direction of the Bureau’s human resources functions including recruitment, hiring, benefits, payroll & timekeeping, retirements, terminations, grievances, discipline and interpretation and clarification of personnel practices, laws, rules, directives and or negotiated agreements. - Formulation of and recommendations to the Deputy Commissioner regarding development and implementation regarding Bureau-wide administrative policies. - When designated, represent the Assistant and Deputy Commissioner at staff meetings and conferences. - Coordination and consultation with other Directorates in the Bureau, Agency, and other City Agencies.
