About The Position

The Director, Payroll, Reporting and Benefits is responsible for overseeing the accurate and timely processing of employee compensation transactions, ensuring compliance with various regulations, and managing payroll and benefits operations at Houston Community College (HCC). This role involves collaboration with multiple departments, budget management, and the development of competitive benefit plans, all while maintaining a focus on customer service and operational efficiency.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration or a closely related field required; Master's degree preferred.
  • 6 years combined experience in payroll accounting, automated ERP payroll processing, payroll reporting, and payroll account analysis required; including 3 years supervisory experience.
  • Valid Texas Driver License.
  • Certified Payroll Professional (CPP) preferred.
  • Proficiency in MS Office Programs and Information Management Systems.
  • Experience in Budget Management.

Responsibilities

  • Accountable for the accurate and timely processing of employee compensation transactions.
  • Ensure compliance with IRS, TRS, ERS, COBRA, HIPPA, TWC, and required state statutes.
  • Schedule, reconcile, and manage the year-end tax process, including the issuance of W-2's and 1095-C forms.
  • Oversee payroll reporting compliance with federal, state, and HCCS regulations/policies.
  • Design and execute a system of internal controls for payroll and benefits operations.
  • Manage Talent Engagement activities for direct reports, including recruiting, training, and performance evaluations.
  • Develop payroll schedules and communicate results to other departments.
  • Analyze existing payroll and benefit processes and recommend enhancements.
  • Govern the application of Payroll and Benefits policies and regulations.
  • Act as a subject matter expert on cross-functional teams for Payroll and Benefits administration.
  • Develop and manage Payroll and Benefits budgets.
  • Manage projects associated with Payroll and Benefits HCM performance audit.
  • Analyze employee and business needs for HCC benefits programs and develop strategies.
  • Maintain and execute a Disaster Recovery Plan for Payroll and Benefits systems.
  • Identify and resolve pay or benefit problems.
  • Direct and monitor the garnishment process.
