About The Position

The Outpatient Director is responsible for directing, coordinating, and implementing the supervision of clinicians working across the age span and employees providing case management services in the community. Netcare's outpatient clinic functions under the CCBHC model and is in a SAMHSA grant for same. This role will ensure that key outcomes are achieved by the expanded community behavioral, medical, and mental health programs that support diverse populations in the Netcare core service areas. Under the supervision of the CEO, the Outpatient Director provides project oversight and leadership and, as a SAMHSA Project Director, manages the federally funded CCBHC grant to ensure grant compliance. The Director also helps support activities and programs to help Netcare achieve its mission.

  • Ability to apply the principles of continuous quality improvement to the daily activities of Netcare's service delivery programs
  • Ability to relate to clients with a variety of age, sex, economic, sexual orientation, gender identity, race, ability, educational, and professional backgrounds.
  • Ability to hear and speak well enough to converse with clients or other employees in person or over the telephone for a majority of the time.
  • Ability tooperatea computer to record client data, produce written correspondence and reports.
  • Ability to travel between service facilities.
  • Ability to achieve andmaintaincertification in required training programs.
  • Previousexperience in the operation, staffing and /or supervision of outpatient behavioral health services involving patients of all acuity and severity levels.
  • Ensure services area compliance with applicable federal, state, and local standards and requirements.
  • Ability tomonitorservice delivery and implement corrective action.
  • Extensive working knowledge of mental health and SUD diagnostic and treatment programs,andrelated service/diagnosis coding.
  • Knowledge of local community service agencies.
  • Master's Degree in human services field.
  • LISW, LPCC, or Psychologist license in the state of Ohio required, and 5 years of management or change management experience.
  • demonstrated advanced knowledge and skills in managing effective service delivery systems to meet the needs of clients with serious mental illness, serious emotional disturbance, substance use disorder, and those with co-occurring serious mental illness and substance use disorder

Responsibilities

  • Performs and carries out the responsibility of staffselectionand training; ongoing staff supervision; program implementation; budget monitoring;andprogram development, evaluation, and compliance with funding guidelines.
  • Develops project plans, project schedules, budgets, and expenditures. Ensures that project deadlines are met, and that program plans and activities are executed in keeping with the organization's values, mission, vision, and strategy.
  • Leads the agency'sfurthertransition to a data-informed and data-driven population health approachin line with SAMHSAgrantneeds/goalsvia the Netsmart Avatar NX EHR and other tools as applicable.
  • Attends/leads required meetings and trainings, communicates project status to all stakeholders, and acts as the primary point of contactforfederal grant managementand consultantcounterparts.
  • Maintains up-to-date knowledge of community resources and services for individuals in recovery with histories of substance use and mental health conditions.
  • Modifies treatment approaches, taking into consideration such characteristics as disability,sex,genderidentity, sexual orientation, developmental level,race,ethnicity, age, spirituality,preferred language,and health status.
  • Worksacrossagency departments andwithexternal consultants toassurecompliance with federal requirements anddata/evaluation activities.
  • Implements needed data inputs, thenreports necessary data to SAMHSAand/or others within the agency tasked with data collection/reporting.
  • PromotesCCBHCprogram within the agency and community.
  • Coordinates with internal staff and community organizations toestablish/improvereferralstreamsandenrollnew referrals.
  • Coordinates with all agency partners tomaintaincross-agency collaboration.
  • Promotes the retention of culturally competent,strengths-oriented personnel who understand the communities served.
  • Serves as a supervisor for Netcare employees seeking independent licensure.
  • If/when a CCBHC-IA grant opportunity is offered, or local/state/federal funding of CCBHC services isestablished, provides what isrequired ofNetcare in either circumstance.
  • Other duties as assigned.
