About The Position

Lumos is looking for a full-time Director, OSP Engineering & Construction! The Director, OSP Engineering & Construction plays a critical leadership role in shaping and delivering Lumos’s fiber network expansion across assigned markets. This role owns the full lifecycle of Outside Plant (OSP) Engineering and Construction, from planning and design through build, deployment, and ongoing operations, ensuring projects are executed safely, efficiently, and at scale. Working closely with cross functional leaders and external partners, the Director translates growth strategy into actionable infrastructure plans, driving capital efficiency, accelerating delivery timelines, and continuously improving how we design and build our network. This role is ideal for a proven OSP leader who brings deep technical expertise, strong business judgment, and a collaborative leadership style to help Lumos expand faster while maintaining the highest standards of quality and performance. This is a hybrid role, with a strong preference for candidates located in or near the Akron, Ohio or Canton Ohio area. The position requires regular in-person collaboration with field teams, partners, and local stakeholders. Requirements

  • Extensive experience in OSP Engineering and Construction within the telecommunications industry.
  • Strong leadership capability with proven success managing multidisciplinary teams and multiple third-party partners.
  • Deep understanding of OSP engineering principles, construction practices, and industry design standards, including distributed split FTTH architectures.
  • Demonstrated ability to identify capability gaps, develop practical solutions, and implement process improvements through closure.
  • Strong financial acumen with experience managing large CapEx and OpEx budgets.
  • Proven negotiation skills related to contractor pricing, scope changes, and change order management.
  • Exceptional communication and interpersonal skills, with the ability to influence and collaborate at all levels of the organization.
  • High level of problem-solving, decision-making, and analytical ability in fast-paced environments.
  • Strong project management, prioritization, and organizational skills, with proficiency in Microsoft Excel, Outlook, and related reporting tools.
  • Working knowledge of OSHA regulations and safe work practices.
  • Bachelor’s degree in Engineering, Business Administration, Technical discipline, or equivalent experience required.
  • 10+ years of progressive experience in telecommunications OSP Engineering and Construction, with OSP leadership experience required.
  • Demonstrated success leading large-scale OSP programs across engineering and construction disciplines.
  • Proven ability to interface comfortably with executive leadership, local officials, and external partners.
  • Highly self-motivated, adaptable, and capable of operating independently in a dynamic, growth-oriented environment.

  • Experience working with ILEC/CLEC and Network OSP facilities strongly preferred.

Responsibilities

  • Lead and mentor OSP Engineering and Construction teams across assigned markets, fostering a culture of accountability, collaboration, and continuous improvement.
  • Establish and align market-level goals and objectives with Lumos’s strategic vision and growth plans.
  • Provide direction for engineering design standards, including distributed split FTTH architectures, to ensure cost-effective, scalable, and efficient build practices.
  • Direct day-to-day operational and tactical execution of large-scale OSP engineering and construction projects, maintaining close oversight of field and partner activity.
  • Ensure all OSP projects are delivered in compliance with company standards, safety requirements, and regulatory obligations.
  • Actively manage and oversee critical daily operational areas including materials availability, contractor resources, utility locates, CO and cabinet activation, permitting, restoration completion, and construction access or escalation tickets.
  • Direct, manage, and prioritize multi-million-dollar capital and operating budgets to align with market build plans and operational strategies.
  • Track and manage FDH and project-level budgets, ensuring accurate cost tracking, forecasting, and variance management throughout the project lifecycle.
  • Oversee capital efficiency initiatives and programs designed to reduce installation timelines and improve deployment outcomes.
  • Identify and mitigate risks across project workflows, proactively addressing issues that may impact schedule, cost, or quality.
  • Track performance against milestones, budgets, and KPIs to ensure disciplined execution.
  • Partner with internal teams including Planning, Program Management, Finance, Operations, Sales, and Product to align OSP initiatives with business demand and customer needs.
  • Lead vendor engagement activities including requirements prioritization, interface management, and evaluation/selection processes.
  • Manage third-party engineering partners and construction contractors, including scope oversight, pricing negotiations, and change order review and approval.
  • Actively engage with external stakeholders including contractors, utilities, municipalities, DOT/DOH agencies, railroads, ROW and easement providers, and industry organizations.
  • Represent Lumos in external forums and negotiations related to OSP engineering and construction activities.
  • Provide clear, concise written and verbal updates to leadership on project status, milestones, risks, achievements, and recommended solutions.
  • Prepare executive-level and board-ready readouts on OSP initiatives, capital performance, and strategic outcomes.
  • Foster transparent communication across teams to ensure alignment and shared accountability.
