This position is located at 1117 Trinity St. Austin, Texas, in the Grants and Initiatives department. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas. The Director I performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Five years of full-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, two years of which must have been in an administrative management or supervisory capacity.
  • Relevant academic credits may be applied toward experience qualifications for this position.
  • One year of full-time in-service TWC experience classified as a Manager IV with regular status will satisfy the minimum qualifications.
  • Knowledge of local, state, and federal laws and regulations relevant to program areas and of the principles and practices of public administration and management.
  • Knowledge of contract, grant and procurement processes
  • Ability to interpret and apply agency policy and procedures in accordance with the Contracts Administration Standards Manual (CASM) and Financial Manual for Grants and Contracts (FMGC) and federal or state law and regulations governing the use of contracted funds. Enters and tracks contract/grant data using multiple internal on-line tracking systems. Timely and accurately completes and monitors required performance reports.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to direct and organize program activities.
  • Ability to establish program goals and objectives that support the strategic plan.
  • Ability to develop and evaluate policies and procedures.
  • Ability to prepare detailed reports. Ability to communicate effectively.

  • Ability to analyze operations and research, reviews, and evaluates information on programs and services to identify gaps in resources and recommend improvements.
  • Skilled in use of personal computer and software applications (MS Excel, Word, Outlook, Access, TEAMS, Power Point, Office 365, SharePoint)

Responsibilities

  • Direct program area(s) and/or business functions within multiple grant departments. Directs day to day operations Business and Education grants, Adult Education & Literacy and Apprenticeship grants, Board grants, and Strategic and Federal grants departments. Monitors grants active life cycle and close outs for the division.
  • Develop and implement techniques for evaluating program and grant activities including but not limited to expenditures, targets, performance measures and measurable outcomes and/or business functions within a department.
  • Develop reports and tracking necessary for grant life cycle monitoring and compliance.
  • Direct development and annual assessment of all department policy, procedures, guidelines and processes. Continuously monitors compliance.
  • Provide overall vision, leadership and strategic direction of grants departments.
  • Direct the planning, development, and implementation of priority programs.
  • Develop and establish goals and objectives consistent with the agency's strategic plan.
  • Develop, review, and approve budgets and major expenditures; and ensures that requirements of funding sources are met.
  • Oversee legislative impact and rule development impacting grant departments. Provides information regarding legislative appropriations and budget request and exceptional items.
  • Plan, develop, and approve schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Represent the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Review and approve management, productivity, and financial reports and studies concerning departments.
  • Perform all related human resources functions in accordance with agency policy.
  • Review results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
  • Supervise the work of others.
  • Perform other duties as assigned.
