The Director of WIC Technology Administration is responsible for advanced (Director-level) oversight of WIC IT projects, which necessitates oversight and development of relationships with HHS Information Technology, HHS Procurement and Contracting Services (PCS), and USDA Food and Nutrition Service. Works under the general direction of the Texas WIC Director. This position will initially focus on the management of information technology (IT) resources procurement management activities. Requires a strong background in directing the development of requirements documentation for large IT systems, statements of work (SOWs) and Requests for Offers (RFOs). Works with extensive latitude for the use of initiative and independent judgment following HHSC and PCS policies and procedures and laws governing state procurement. This position plans, assigns, and supervises the work of others. This position will additionally have responsibility for ensuring the accuracy of major information resource project (MIRP) reporting and development of advanced planning documents (APDs). This position may include oversight of staff managing and monitoring WIC IT Contracts. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.

  • Manages the daily operations of the team to ensure WIC IT services are procured in a timely, efficient, effective and ethical manner.
  • Coordinates the development of requirements and documentation to ensure solicitations for IT procurements are responsive to WIC needs and compliant with all state and federal laws.
  • May serve as the principal contract liaison between agency management, contractors, the Legislature, and other customers.
  • Oversees and may directly be responsible for the review of specifications for bids or solicitations and negotiates or communicates other contract terms.
  • May oversees team members responsible for the maintaining of documentation in each contract file; monitoring of contract performance by examining billings, fiscal data, performance, and eligibility determinations for compliance with contract terms; and resolving audit exceptions by defining causes of errors and recommending dispositions.
  • Obtain all necessary approvals and documentation to ensure the success of major IT projects, which may include the development/coordination of capital requests, MIRP project documentation, and APDs.
  • Ensures the accuracy and oversight of associated reporting.
  • Oversees quality assurance activities regarding procurement and contract administration by overseeing contracting quality assurance activities.
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
  • Knowledge of large-scale IT operations and information technology industry trends.
  • Knowledge of business and management principles involved in strategic planning.
  • Knowledge of project management principles and practices.
  • Knowledge of purchasing laws, requirements, and methods and procedures, including: purchasing sources, prices, market factors, products characteristics, and technical specifications.
  • Skill in using personal computers and applications such as excel, MS Project, and Azure DevOps.
  • Skill and the ability to effectively communicate with customers, project managers, and contractors, both orally and in writing.
  • Ability to exercise sound judgment in making critical decisions.
  • Ability to bring about consensus on contradicting views.
  • Ability to analyze and document ambiguous and continuously evolving business needs.
  • Ability to work effectively as part of a team and to establish and maintain effective working relationships.

  • Requires current or within 6 months of hire specialized certification as a Certified Texas Contract Developer/Certified Texas Procurement Manager (CTCD/(CTPM) and/or a Certified Texas Contract Manager (CTCM) .
  • Three years of experience in IT Contract Management or Procurement is required.
  • Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) required.
  • Graduation from an accredited four-year college or university with major coursework in government, business/public administration, computer science, management information systems, or a related field is generally preferred.
