About The Position

Do you enjoy solving environmental challenges to optimize the recycling of 40 million gallons of wastewater each day? Join Fairfax County's award-winning Wastewater Management Team that is responsible for protecting both the public's health and the region's water quality. We seek a Wastewater Treatment Division Director with proven experience in leadership and managing water recycling. Responsibilities include ensuring the successful operation of the Noman M. Cole, Jr. Water Recycling Facility (Noman Cole), 24-hours each day, 7 days each week. The plant recycles an average 40 million gallons of wastewater daily and provides more than 1 MGD of recycled water to reuse customers. Ensuring successful implementation of programs required by federal, state, and local regulations and the Fairfax County Board of Supervisors. To meet program objectives, keeping awareness of industry best practices, research, and emerging technologies to recommend innovations and continuous process improvement. Ensuring the treatment plant achieves permit limits and compliance requirements and collaborating with regulatory authorities and other stakeholders to ensure continued compliance and environmental protection. Planning business objectives, developing organizational policies, coordinating between departments, establishing responsibilities and procedures for attaining objectives, and devising metrics to measure program success. Selecting, leading, and managing teams and team members at every level of the organization. This includes coaching, mentoring, employee development, and training staff. Overseeing, tracking, and optimizing fund expenditures to protect facilities and the health, safety, security, and well-being of the Noman Cole employees, its visitors, onsite vendors or contractors, and the public. Representing Noman Cole as a subject matter expert on regional and state boards as well as in any legal proceedings. Managing employees through coaching, mentoring, employee development, rules, regulations, policies, directions, orders, and guidelines to ensure the efficient, economical, sustainable performance and management of the affairs of the Noman Cole plant. Ensuring the Noman Cole division adheres to all county policies, standards, procedures and guidelines, including personnel and procurement. Coordinate major capital renewal projects with construction project management staff while ensuring safe, continuous treatment operations.

Requirements

  • Graduation from an accredited four-year college or university with major work in civil, sanitary chemical, engineering or a related field.
  • Nine years of increasingly responsible engineering experience relating to the design and operation of wastewater treatment plants.
  • Three years of experience in a supervisory capacity.
  • A valid driver's license.
  • Waste Management Facility Operator's License Class I within 12 months of hire.

Nice To Haves

  • 15+ years of experience with wastewater utilities, water or sewerage facilities, or entities subject to environmental regulation.
  • Licensure as a professional engineer in civil engineering, wastewater engineering, environmental engineering, chemical engineering, or a related field.
  • 10+ years collaborating with regulatory authorities and other stakeholders regarding compliance requirements.
  • 10+ years of experience implementing programs to meet federal, state, or local regulations.
  • 5+ years selecting, leading and managing teams to achieve business objectives.
  • 5+ years overseeing maintenance and capital projects in accordance with public procurement requirements.
