The Director of Utilities and Power Plants is responsible for the daily operation of East and West Heating and Cooling Plants, Campus Utilities, High Voltage, HVAC, Electric Trades, and Sustainability which includes Recycling. The Director will recommend and oversee conservation efforts; utilities coordination and monitoring; project management; and environmental compliance within areas of responsibilities. The Director will oversee the management of staff members in multiple unions (UUP, CSEA, PEF.) The Director is also responsible for the administration of the operating budgets and utilities consumption budgets. Operations Management: Meets with HVAC, Power Plant, High Voltage, Electric, and Energy managers to review activities and provide directions on meeting the departmental and division objectives. Oversee expenditures in other functions in his/her area of responsibility. Coordinates with other divisions of the department in creating a unified public image and the most efficient provision of services. Responsible for emergency response and coordination in critical utility outages and storm events. East and West Heating and Cooling Plants - Direct the daily operations for both the East and West Power Plants, including East Plant chiller building and High Voltage switching station and West Plant chiller and switchgear addition. Reviews work assignments, maintenance schedules, service programs, procedures, and practices and makes improvements as needed; develops and directs preventive maintenance programs, procedures and policies. Develop and oversee capital projects partnering with CPDC. HVAC - Direct the day-to-day operations. Utilities - High Voltage Shop: Direct the daily operation and maintenance of the East and West Campus 69KV sub-stations 10A, new sub-station 10B with all associated systems, campus emergency generators, and the campus natural gas system. Reviews work assignments, including electrical shutdowns; maintenance schedules, service programs, procedures, and practices and make improvements as needed. Administer procedures and policies and oversee capital projects partnering with CPDC. Electric Shop - Direct the day-to-day operations of the electrical shop and street lighting. Review work assignments, maintenance schedules, service programs, procedures, and practices and make improvements as needed. Develop and direct preventive maintenance programs, procedures and policies. Direct work order flows, making sure work orders are completed in an efficient, timely manner. Data Management: Directs the collection and verification of all utility data and meets regularly with the campus budget office. Acts as liaison between cogeneration plant operator, regional utility providers, and energy performance contractor. Maintenance/Repairs: Prepares and prioritizes recommendations for maintenance and repair projects which includes evaluating building structural/mechanical/electrical systems for deficiencies and improvements. Prepares special reports for the Associate Vice President involving all areas of Physical Plant management including, High Voltage, Electric, HVAC, and Energy Management/Sustainability responsibilities and furnishes reports as necessary. Direct surveys and studies and make recommendations on specific operations, including energy conservation. Sustainability/Energy Management: Direct Stony Brook University’s Department of Sustainability/Energy Management to work as a proponent for positive change by partnering with the university groups and community to help develop a sustainable culture. The office serves as a resource for best practices of sustainable solutions that look to increase operating efficiencies, promote environmental awareness and conserve resources. Direct the timely completion and submission of all Executive Orders and utility data. Safety Compliance: Acts as liaison with the department of Environmental, Health & Safety to ensure Facilities Operations compliance with NYSDEC and USEPA mandates as they relate to power plant operations and NYS Department of Labor required safety training. Employee Management: Assess manpower needs and capabilities, and implement changes as needed, revise job descriptions and performance evaluations, screen and interview job applicants and select new employees. As necessary, serves as Physical Plant management representative at grievances. Counsels supervisory and management personnel on all matters related to collective bargaining agreements and refers questions for specific contract interpretation to the Associate Vice President of Campus Operations and Maintenance. Policy Management: Assists the Associate Vice President of Campus Operations and Maintenance in developing and revising policies pertaining to the provision of services, e.g., priorities, scheduling, nature of service provided, degree to which service is provided, evaluates the effectiveness of services provided, and performs inspections of work in progress and upon completion. Attends meetings with members of the University staff and faculty as required to review the operations and supports the department, the University and the academic mission. Vendor Relations: Reviews and approves purchase requisitions based on needs and oversees all expenditure under areas of responsibility. Prepares scope of work/specifications for competitive bids and evaluates contractor proposals prior to award by Procurement. Participates in negotiations for contracted maintenance services, monitors contractors’ work performance and approves invoices for payment. Assists the Associate Vice President of Campus Operations and Maintenance and the Director of Business Management in preparing operational and project budgets and manages the same for designated departments. Other duties or projects as assigned as appropriate to rank and departmental mission.
