Customized Assistance Services (CAS) helps Human Resources Administration (HRA) clients with health and/or mental health conditions reach their highest attainable level of functioning and self-sufficiency by providing comprehensive, integrated, individualized clinical and support services. CAS works with other components of HRA and with other governmental and non-governmental service providers to create new programs and to integrate and refine existing services so the people it serves can achieve their maximum functional capacity. Customized Assistance Services' Office of Business Strategies & Solutions (CAS/OBSS) is responsible for working with CAS, OSHA and HARU program staff to develop program needs requirements to ITS for the design and re-engineering of program operational processes and the development of automated systems that support these programs. CAS currently has six major custom-built automated systems that are clinical record and case tracking systems to support its program areas. These systems are used by over 3,000 agency/sites and 14,000 users throughout the city. This position performs the development of program needs, testing, training, implementation, and maintenance and enhancement activities.

  • Serve as CAS's principal advisor on all technology and system-related issues including serving as CAS's designee on task forces, committees, work groups, and executive-level meetings that include in the planning, development and implementation of integrated systems that provide real-time information from multiple systems and that meet the requirements of all stakeholders.
  • Meet with senior HRA leadership, federal, state, and local governmental partners, community partners, and vendors to specify objectives for the proper planning and development of new systems.
  • Review and recommend alternatives for proposed computer systems including project justifications and cost/benefit analyses.
  • Manage CAS's OBSS, which includes professional staff and consultants that develop/enhance systems for all operational units with CAS.
  • Direct the activities of multiple projects including the development, design, and maintenance of various computer systems that support HRA/CAS initiatives.
  • Direct the analysis of operational processes and the redesign of operational processes, user support, and training activities of CAS's automated systems.
  • Develop strategic plans to ensure that CAS' operational and automated systems support programmatic goals and objectives in the most effective and efficient manner.
  • Manage the maintenance, troubleshooting and technical solutions of in-house systems in a timely manner to ensure client flow; this includes user support training.
  • Ensure systems quality control. Identifies bottlenecks and areas for improvement.
  • Assist with redesign of existing business processes by working with program experts.
  • Identify and implement the usage of state-of-the-art and technologically sophisticated solutions that work on multiple platforms and devices to automate an increasing number of functions, expedite processing, and provide responsive design.
  • Prepare and implement detailed project plans and provides the status of assigned projects at user review meetings and prepares written status reports.
  • Provide final sign-off on functional specifications developed by business analysts and program managers.
  • Evaluate the job performance of assigned programming and/or analytical staff on a regular basis.
  • A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services.
  • At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties.
  • A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in '1' above.
  • A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in '1' above.
  • A satisfactory combination of education and experience equivalent to '1', '2' or '3' above.
  • Experience in Managing Analysis, Design and Implementation of Complex Case Management and Tracking Systems.
  • Experience to translate business strategy into a detailed execution plan, and lead Project Managers and Business Analysts to gather all pertinent information critical to the success of the project.
  • Solid attention to detail, as well as multi-tasking skills, accuracy, and quality skills, along with a high level of organizational awareness.
  • Experience in building relationships across the agency to ensure the proper engagement, ownership and business requirements are established.
  • Manage conflicts and change requests that may impede progress.
  • Experience in regular project reviews with Senior Management driving accountability and quality assurance and managing and overseeing System Integrator vendors contracted for implementing Complex Case Management Systems.
