About The Position

Under the direction of the Executive Director, the Director of Supported and Independent Living Services is responsible for all aspects of non-licensed community living programs including day-to-day operations, long-term planning, hiring, supervision and training of staff, program quality, program design and implementation, budgeting and financial management, risk management, and marketing of services. The Director of Supported and Independent Living Services is a member of the Leadership Team and works in collaboration with all other departments. The Director of Supported and Independent Living Services shall also ensure the rights, safety, and medical and physical needs of the individuals served are rigorously supported and monitored. The Director of Supported and Independent Living Services provides and oversees all case management services for individuals served by programs through the interdisciplinary process. This includes coordinating services with referral source personnel, accessing community supports, assuring the development of Individual Service plans for each individual, assuring programs and staff provides quality services adhering to the Individual Program Plan and the Individual Service Plan, monitoring the progress of individuals served and making adjustments in the plan as necessary, and all other case management-related services. The Director of Supported and Independent Living Services is also responsible for all quality assurance activities including compliance with laws and regulations governing the various types of services provided including maintenance of consumer records, providing and assuring staff training is completed in accordance with the program designs, coaching and mentoring staff, providing necessary disciplinary actions, and overall evaluation of programs and services.

Requirements

  • A bachelor's degree or higher (master's degree preferred) in psychology, social work, sociology, or related area of study and a minimum of 2 years' experience in the management of a human services delivery system; or
  • Five years' experience in a human services delivery system, including at least two years in a management or supervisory system
  • Strong leadership skills including problem-solving, critical thinking, vision, personal and group accountability, coaching, mentoring, and inspiring others to excel, and developing plans of action that produce positive results for the individuals served and the agency as a whole
  • Strong verbal and written communication skills
  • Ability to understand written and verbal directives
  • Competence in the use of computers, copiers, fax machines, and associated computer software (MS Word, MS Excel, and MS Outlook)
  • Current and valid First Aid/CPR Certification
  • Personal vehicle for transportation of individuals served (if needed), current and valid California driver's license, and a driving record that meets agency standards
  • Ability to operate a motor vehicle according to California laws and regulations
  • Ability to assist in physical containment procedures on individuals who pose a threat to self or others
  • Ability to be in a seated position for periods up to 2 hours
  • Ability to lift up to 50 pounds
  • Visual acuity required for the use of computers and reading materials

Responsibilities

  • Work as a member of the Leadership Team and with the Board of Directors in the improvement and development of assigned programs and enhancement of agency operations.
  • Responsible for the development and monitoring of fiscally sound budgets for all assigned programs. Ensure fiscally responsible practices through monitoring expenses and promoting the programs and services to maximize revenues.
  • Work in coordination with the Leadership Team to develop and review policies and procedures that enhance assigned program operations and ensure compliance with local and state regulations including California Code of Regulations, Title 17.
  • Meet deadlines and prepare internal and external reports and documentation in a timely manner.
  • Staff Las Trampas committees as assigned and participate in inter-agency meetings such as the Provider/Vendor Advisory Committee, State Council on Developmental Disabilities - Bay Area Office, Developmental Disabilities Council, and relevant program collaborative.
  • Responsible for the overall recruitment, orientation, and management of assigned program personnel. Work in conjunction with agency personnel to ensure that all staff paperwork is complete and accurate and that all staff is current with required trainings as outlined in regulations and program designs.
  • Ensure that adequate numbers of staff are hired, trained, available, and present to meet required staffing ratios as outlined by regulations and the program designs.
  • Working with other departments, develop, maintain, and coordinate staff training program that keeps all program staff up to date on required training and informed of new techniques, philosophies, and policies and procedures.
  • Provide necessary coaching, mentoring, and feedback to day program staff and supervisors as needed including documentation of conversations. Provide for the completion of timely annual performance reviews and disciplinary action, as needed.
  • Ensure that clients' rights and choices are respected.
  • Ensure the care, welfare, and safety of the individuals served by the programs.
  • Adhere to all regulations for programs and meet quality standards as measured by consumer outcomes.
  • Review, research, and develop program designs to include curriculum designed specifically to meet the needs of the individuals served in the programs. This may include, but is not limited to: activities of daily living, community integration, functional skills, social skills development, etc.
  • Oversee daily operations of the programs, ensuring that the individuals served are adequately supervised and meaningful lessons and activities are being carried out by direct staff that meets the needs of the individuals served including, but not limited to:
  • Providing hands-on direct services as needed or in emergency situations.
  • Providing unannounced spot checks on direct staff both on-site and in the community to assess staff performance and quality of services provided
  • Responsible for developing and implementing annual quality assurance methods and tools for programs and developing an annual report to be submitted to the Regional Center outlining the status of quality and measures taken to assure quality both currently and in the future.
  • Develop and implement plans of correction for deficiencies and monitor progress toward those corrections ensuring that all programs are in compliance with laws, regulations, program designs and individual service plans.
  • Maintain liaisons with the surrounding community to maximize opportunities related to generic services and community integration opportunities for individuals served by the programs.
  • Maintain a file for each individual served by the day programs assuring that all consumer-related documentation is current and complete including, but not limited to: interdisciplinary notes, special incident reports, current IPP and ISP, assessments, progress data and reports, and authorizations and releases.
  • Review all annual Individual Service Plans and attend IPP meetings as needed.
  • Research and acquire necessary supports and services to promote positive outcomes for the individuals served by the programs.
  • Monitor consumer safety, behavior, and unusual occurrences and report as required to external agencies according to reporting laws including, but not limited to:
  • Oversight and review of consumer-related Special Incident Reports
  • Oversight and review of program internal general event reports
  • Developing and maintaining a database of consumer-related incidents
  • Monitor trends in incidents and develop plans for risk mitigation
  • Develop plan for changes in programming as needed including risk mitigation plans for individual consumers
  • Monitor staff safety and unusual occurrences and report as required to external agencies according to reporting laws and policies and procedures including, but not limited to:
  • Oversight and review of all program employee injuries
  • Developing, maintaining, and monitoring a database of incidents and worker injuries
  • Developing corrective actions mitigation plans for incidents and injuries
  • Provide disciplinary action, as needed
  • Carry a cell phone and assist in emergency situations that may arise; perform direct care to consumers as needed to comply with regulations.
  • Communicate all unusual incidents to the Executive Director immediately.
  • Participate in meetings and organizations that provide visibility for our day programs and the organization including but not limited to: speaking at local service organizations, interacting with special education transition programs, attending program fairs, family meetings, and collaborating with other agencies.
  • Develop and maintain a plan to increase enrollment in programs.
  • Attend Las Trampas sponsored events.
  • Develop and maintain a marketing plan to promote services.
  • Participate as a member of the staff training team to develop staff and management trainings and training schedules.
  • Participate as the primary Safety Officer for all assigned programs.
  • Participate as a member of the Leadership Team to collaborate and provide input in policies, procedures, and improvements to overall agency services.
  • Develop and submit monthly progress reports on projects and strategic initiatives.
  • Attend and participate in meetings of the Board of Directors and participate strategic planning as it pertains to day program services.
  • Perform all other functions, duties, and projects as necessary or assigned by the Executive Director.
