About The Position

The County Director is a strategic, collaborative and results-oriented leader with strong evaluative, relational, management, and implementation skills who will lead and manage programs in the county according to FLY’s theory of change. With performance management and organizational leadership skills, the Director of SMC will ensure that program health indicators are closely monitored and programmatic outcomes are accomplished through direct oversight of all San Mateo County and San Francisco programs, contracts, and supervision of program leaders in the two communities. The Director will work closely with other organizational leaders to create momentum and connectivity that ensures effective program implementation and performance management result in positive outcomes for the young people FLY programs serve. In addition, the Director will serve as a jurisdictional lead for government and other stakeholder relations, representing FLY in systems collaboration efforts. FLY recently expanded services into San Francisco County with a light but growing programmatic footprint, for which this position shall provide strategic leadership and supervision.

Responsibilities

  • Program Staff Supervision and Performance Management
  • Oversee the management team and leadership of all SMC-based core programs.
  • In collaboration with the Associate Director, provide strategic leadership for the limited services in SF County.
  • The DSMC will lead strategy related to performance management, quality of services, and contract management.
  • Co-facilitate cross-program team meetings, and facilitate trainings as needed, with support from the Talent Department
  • Conduct and monitors site visits for Program Quality Measurement visits for the county
  • Conduct annual reviews of direct reports which include creation of professional development plans.
  • Collaborate with other county Directors, Associate Directors, and Leaders in leading and coordinating the Program Lead’s efforts to develop, manage, and evaluate highly effective programs and organizational systems.
  • Manage and support emergent and crisis situations with the goal of keeping FLY youth, staff, and community members safe.
  • Lead Case Manager Forums, SMC/SF Managers Meeting, and other collaborative spaces.
  • Lead strategy for quality of service and performance management of SMC Program Management Team and lead the effective day-to-day operations of programs in the county, including the structure and functioning of all program components, to ensure that FLY offers comprehensive, integrated programming that supports youth growth and achieves outcomes.
  • Support the Managing Director of Programs and other key leadership with the design and implementation of policies and procedures for program management and evaluation that integrate youth input, talent initiatives, organizational development goals and performance management systems.
  • Collaborate with the Managing Director of Programs to negotiate grant and contract reporting requirements as needed, to ensure government and community engagement efforts prioritize access to FLY’s youth and put service quality above all else.
  • Manage key stakeholder relationships essential to the success of the county’s programs and actively maintain these relationships to ensure consistency of messaging and reputation of FLY’s mission and brand.
  • Serve as agency lead in local systems and community partnership efforts to ensure FLY continues to have access to its clients, access to public resources to support its work, and influence in decision-making forums; this may include participation in community and juvenile justice initiative meetings.
  • Work with the Development team to identify other possible funding and program opportunities through the cultivation of key public systems partnerships.
  • In collaboration with program managers, and the supervising director, ensure compliance with key governmental and private contracts and funding agreements specific to programs.
  • In collaboration with program managers, the finance department, and staff, develop monthly & quarterly reports to submit to funders.
  • Attend monthly community collaborative meetings which include system partner engagement at the city and county levels. In these meetings help influence systems change per FLY’s mission.
  • Attend monthly contract meetings with system partners to discuss oversight, progress and strategic plans and/or audits.
  • Work closely with the Managing Director of Programs, Associate Directors and Program Managers, as well as other senior leadership, to provide leadership and strategic direction to the organization.
  • Work closely with the Managing Director of programs to ensure fidelity across programs and counties.
  • Work with the Evaluation and Learning Department to ensure the advancement of FLY’s Learning Agenda through the implementation of FLY’s Theory of Change, which may include participation in the TOC Implementation Committee.
  • Work with the Managing Director of Programs, Evaluation and Learning team, as well as the Finance and Development teams to make decisions regarding contract deliverables and assess the program’s ability to meet contract requirements.
  • Other duties as needed and assigned.
