About The Position

The Director of Public Safety is responsible for ensuring the safety and security of Battery Park City’s parks, public spaces, residential areas, and facilities. This role oversees BPCA’s Public Safety operations, including coordination with the NYPD, emergency preparations and management, and community engagement initiatives. The Director provides strategic leadership and maintains a visible on-the-ground presence while managing outside vendors, ensuring effective use and review of security camera systems, collaborating with neighborhood stakeholders, such as Brookfield Properties, and conducting regular reviews of public safety conditions across the neighborhood to identify risks and implement improvements. As with all positions, this role will contribute to BPCA’s mission and exemplify and promote the core values and culture of the organization.

Requirements

  • Minimum ten (10) years of progressive experience in law enforcement, public safety, or emergency management, with at least 5 years in a leadership role.
  • Bachelor’s degree in Criminal Justice, Public Administration, Emergency Management, or related field.
  • Strong knowledge of NYC public safety protocols and interagency coordination.
  • Valid U.S. Driver’s license
  • Flexible schedule which will require evening, and weekends work

  • Experience managing contracted vendors

Responsibilities

  • Set the strategic direction for public safety and security in Battery Park City by leveraging external vendors, strengthening community partnerships with NYPD, Department of Homeless Services, and property-owner security teams.
  • Develop and coordinate short and long-term strategic goals and objectives ensuring alignment with organizational goals.
  • Develop, implement, and maintain public safety policies and procedures, ensuring compliance with City, State, and Federal laws, e.g., compliance documentation, record retention schedules, and pedestrian safety protocols.
  • Coordinate public safety efforts to address the needs and concerns of those who live, work, and visit BPC.
  • Maintain a visible, on-the-ground presence throughout Battery Park City.
  • Serve as the point of contact, and representative of public safety and security for the community.
  • Oversee the day-to-day operations of BPCA’s external security vendor to ensure proper staffing levels and exemplary performance of all security personnel
  • Conduct regular risk assessments and develop and implement strategies to address vulnerabilities and threats; create and prepare data driven reports for internal and external stakeholders.
  • Manage, maintain, and enhance security technology and infrastructure, e.g., security camera systems; review footage for investigations; implement data privacy and retention protocols.
  • Establish, strengthen and maintain positive relationships with community groups, local buildings, and businesses to support public safety and security, e.g., coordinating crossing guard protocols and develop joint procedures
  • Coordinate and inform emergency preparedness and response efforts for BPCA, partner agencies and the community; and serve as a liaison with the NYPD, FDNY, and OEM.
  • Build strong relationships with residents and businesses and lead community safety education programs and initiatives.
  • Prepare and monitor staffing and produce reports on safety metrics and initiatives
  • Develop and track public safety data to measure success of programs and activities and make necessary adjustments
  • Perform administrative duties, e.g., invoicing, developing scopes of work, and written responses to inquiries from stakeholders.
  • Prepare and oversee annual budgets, ensuring responsible fiscal management, accurate forecasting, and compliance with applicable financial policies.
