About The Position

Summary: The Regional Director of Preconstruction & Estimating leads and oversees delivery of the preconstruction phases including estimating and design activities for their assigned region(s)/business area. They provide counsel on complex preconstruction matters and serve as key contributors to the business in securing work. They develop and execute department objectives, procedures, and ensure practices lead to successful and profitable projects. Job Description: Position Responsibilities and Duties: Able to perform all essential Chief Estimator/Regional Director of Preconstruction responsibilities. Vision Develops, communicates, and implements a bold vision for the future to the department (Estimating and Preconstruction) that aligns with organizational objectives. Infuses vision and purpose into department and communicates how efforts fit into the big picture. Role models an enterprise mindset and creates an environment for others to adapt to changes. Serves on enterprise councils and supports large scale preconstruction initiatives. Market Development & Diversification Leverages extensive knowledge and experience to identify lead opportunities and develop strategies to secure work in current and prospective markets. Monitor and analyze industry trends, market conditions, and external factors to inform strategic decisions. Serve as key contributor in pursuits strategies, go/no go process, interviews, and proposals. Leverages network contacts and attends industry events to promote Swinerton services in current and prospective markets. Leadership & Alignment Establishes and oversees department objectives and procedures, resources, and personnel. Establishes and monitors department budgets and conducts cost analysis to identify risk and opportunities. Enforce corporate standards and policies and communicate regional/companywide changes. Seek out new and diverse ideas to improve process and procedures. Effectively interacts and communicates with internal and external stakeholders to maintain trusted partnerships and achieve regional and business objectives. Strategic Talent Planning Recruit the right people and develop strong succession plans for the department. Actively coaches, mentors, and oversees talent development for the department. Empowers team members to meet their job duties and responsibilities and conducts employee performance evaluations for direct reports. Best-in-Class Execution Take lead in estimating/preconstruction activities on complex projects, as necessary. Advise and provide counsel on estimating/preconstruction activities including design, cost analysis, constructability, estimates, contract negotiations etc. Partners with operations to develop strategic solutions on complex preconstruction matters or issues. Report on department performance and leverage data insights to inform department objectives and business decisions. Complete other responsibilities as assigned. Minimum Skills or Experience Requirements: Degree in Engineering, Construction Management, Architecture, or related field; or equivalent working experience CA DSA experience with K-12 and Community Colleges. Experience with multiple delivery methods including Design-Build, Lease-Lease-Back and Design-Bid-Build. 10+ years of construction experience including extensive estimating and/or preconstruction experience. Working experience with developing and leading high performing teams. Experience with developing and implementing department strategic goals, business plans, and operating procedures. Strong business and financial acumen Understands internal and external business forces and capitalizes on or mitigates against them. Thoroughly understands the current labor and material market to make effective business decisions. Demonstrated technical knowledge of all building systems, constructability, and preconstruction procedures. Extensive working experience in design build delivery process and sustainable construction methods. Demonstrates commitment to client service and quality outputs. Excellent organizational and (written and verbal) communication skills – able to infuse purpose in others. Effectively balances data, intuition, experience, and diverse perspectives in decision‐making and problem solving. Able to foster collaboration and navigate conflict effectively amongst internal and external stakeholders. Has an “Enterprise Mindset” and adapts quickly, calmly, and positively to change. Strong computer skills and experience with construction management software and platforms. Experience with AutoCAD and/or Revit, or other similar design software applications Experience in Virtual Design, Construction (VDC) and Building Information Modeling (BIM) software on construction projects. Preferred Requirements: LEED and DBIA credentials is a plus Experience with CMIC, Revit, BIM 360, Bluebeam, P6 a plus
