About The Position

The position of Director of Postal, Passport and Printing Services has the responsibility of four major distinct areas. The Primary area is the receiving, sorting, and delivery of all student, staff and faculty mail and packages (from USPS, and carriers such as UPS, FedEx, OHL and Amazon). This area also includes the responsibilities of acceptance, processing and dispatch of all mail and packages including bulk mailings. The second area is the operation of the USPS Contract Postal Unit providing retail services to ETSU customers and the general public. The third area is the Passport and Photo Acceptance area that provides the service of passport acceptance to ETSU students and staff and the general public, as well as passport type photos used for OPT and nursing and pharmacy state identification. The fourth area is the Print Services function that provides printing services for all the ETSU departments except College of Medicine.

Requirements

  • Bachelor’s degree from a regionally accredited institution.
  • Five (5) years of supervisory experience.
  • An equivalent combination of education, training, and experience may be considered

Nice To Haves

  • Minimum of 5 years of experience in Postal Operations
  • 2 years of experience in bulk mail processing and/or retail postal sales
  • 1 year of passport acceptance experience
  • 1 year of printing experience
  • 2 years of budgeting and planning experience

Responsibilities

  • Interprets current campus, state, and federal policies and regulations for the Post Office and ensures compliance with rules and regulations.
  • Maintains responsibility and operational knowledge of the USPS Business Gateway.
  • Maintains responsibility and coordinates with USPS on all postal mailing permits.
  • Provides the campus with information pertaining to all new mailing rules, regulations, and guidelines.
  • Ensures Annual USPS Bank Secrecy Act, USPS Hazmat Training for mailing, Passport Acceptance, and HIPAA training is completed and procedures are followed for Postal and Passport Services.
  • Researches, evaluates, recommends, and implements new developments in mail processing and printing.
  • Provides information on policies, plans, procedures, and services; listens to customer needs and complaints, and solicits feedback; keeps abreast of mail industry trends.
  • Develops and implements security and safety policies and programs relating to all facets of Postal, Passport, and Printing services operations and personnel.
  • Analyzes financial and operational data and manages budgets.
  • Maintains systems to ensure the most favorable mailing rates.
  • Develops long-range plans for Postal, Passport, and Printing Services operations and identifies potential problems that might affect implementation.
  • Directs and administers the operation of the mail center activities: metering mail, preparation and processing of automated bulk mail, campus and US mail delivery and collections, international mailings, overnight express mailing, preparation of packages and shipping, and billing transmittal slips authorizations for mail preparation services.
  • Manages and reviews operational supplies, maintenance and support agreements, internal mail processing facility and system security, communication needs, employee safety, and space management for Postal, Passport, and Printing.
  • Prepares and submits proposals for the purchase of new Postal, Passport, and Printing equipment.
  • Processes and/or reviews all purchasing activities for the Postal, Passport, and Printing office.
  • Analyzes new processing system and equipment needs, costs, and potential savings.
  • Develops standard operating procedures, examinations, and provides training on all new equipment and procedures for Postal, Passport, and Printing Services.
  • Oversees and trains staff on the operation of the Point of Sale System.
  • Establishes the procedures and services for bulk mail processing, and ensures their use.
  • Monitors and ensures that appropriate postage rates are applied according to the type of mailing.
  • Assesses current and future campus and departmental needs for mail-related services; determines the impact of USPS changes on campus departmental mailing needs and develops strategic plans, recommendations, and policies to support these activities.
  • Provides consultation and advice to departments on proper mailing procedures, mailpiece design, achieving maximum postage discounts, and all other services provided by the Post Office.
  • Serves as the primary information resource for the university on all issues concerning possible mail theft, tampering, and proper mail safeguarding.
  • Serves as the contact between the Department of State and the campus on matters pertaining to Passport services.
  • Serves as a liaison with campus departments and outside vendors for mailing and printing issues.
  • Identifies customers’ needs not currently being met and develops and implements new services aand nd assists in marketing new programs for Postal, Passport, and Printing Services.
  • Ensures the efficient and accurate processing of incoming, intra-campus, and outgoing mail.
  • Determines eligibility for mail stops, ZIP+4 assignments, and adding new mailing addresses.
  • Participates in campus committees as needed to gain input on all issues concerning Postal, Passport, and Printing Services.
  • Provides and promotes excellent public relations between the university and USPS, as well as the Department of State and the general public.
