About The Position

TeleWorld Solutions is seeking a Director of PMO to join our team! The Director of PMO leads all project and program management functions across TeleWorld Solutions (TWS), ensuring predictable delivery, financial rigor, and process excellence across engineering, deployment, construction, and services programs. This is a hands-on leadership role responsible for building, improving, and enforcing enterprise-wide PMO standards; driving ERP (NetSuite) adoption; and ensuring ISO-aligned operating discipline. The Director of PMO partners closely with Engineering, Construction, Finance, HR, IT, and Field Operations to enable scalable growth while maintaining operational control and audit readiness. Requirements

  • Experience: 15+ years leading complex, multi-disciplinary programs—preferably in telecommunications network engineering and construction.
  • ERP Expertise: Demonstrated success implementing or optimizing ERP for services organizations; NetSuite experience strongly preferred.
  • Financial Acumen: Deep knowledge of project financials (POs, cost management, WIP, billing, revenue recognition, margin) and partnering with Accounting/FP&A.
  • ISO Expertise: Hands-on experience operating within ISO-aligned management systems (process creation, audit readiness, CAPA, management review).
  • Process Design: Proven ability to create, publish, and maintain PMO standards, templates, and guides; experience owning artifacts similar to an enterprise project workbook.
  • Industry Background: Strong familiarity with telecom deployment lifecycles (RF design, civil/structural, materials, installation, integration, optimization).
  • Leadership Style: Hands-on, ‘roll-up-sleeves’ operator with exceptional communication, stakeholder management, and change leadership skills.
  • Location: Based in Reston, VA area; ability to visit field and customer locations as needed.

Nice To Haves

  • PMP/PgMP or equivalent; ISO lead auditor training is a plus.
  • Experience standing up or transforming PMOs in fast-scaling services businesses; prior work aligning PMO with Services, Deployment, and Enterprise units.
  • Familiarity with construction management, permitting, safety standards, and vendor/subcontractor oversight in telecom builds.
  • Experience working in technical project management capacity at carriers (e.g., T-Mobile, Verizon, AT&T) and/or OEMs (e.g., Nokia, Ericsson) is a plus.

Responsibilities

  • Own PMO Strategy & Governance: Define PMO vision, operating model, and governance framework covering portfolio intake, prioritization, resourcing, risk, and benefits realization.
  • Lead End-to-End Delivery: Oversee planning, execution, and closeout for multi-project programs in telecommunications (design, engineering, deployment, and construction), ensuring safety, quality, and schedule adherence.
  • ERP (NetSuite) Enablement: Drive NetSuite-based workflows for project creation, PSA, time/expense, purchasing, inventory, billing, and reporting; partner with Finance/IT to optimize roles, forms, dashboards, and data migration.
  • Financial Control & Compliance: Establish and enforce standards for PO creation, vendor management, cost tracking (labor, materials, subcontract), change orders, invoicing cadence, revenue recognition, and margin optimization.
  • ISO Management System Leadership: Ensure PMO processes align with ISO requirements (e.g., document control, corrective actions, management review, internal audits), maintain audit readiness, and drive continuous improvement.
  • Process Creation & Lifecycle Ownership: Build, publish, and maintain PMO procedures, templates, and workbooks; ensure teams follow standardized artifacts and versioning.
  • Portfolio & Capacity Management: Maintain a rolling view of demand vs. capacity; coordinate staffing plans; enable cross-functional resource allocation across services, deployment, and engineering.
  • Stakeholder Communication: Establish cadenced executive and customer reporting (milestones, risks, financial health, forecasts); facilitate governance and QBRs.
  • Field Operations Integration: Partner with construction managers and field leads to translate designs into build plans, track BOMs and materials, and resolve site-level issues quickly.
  • Risk & Issue Management: Implement enterprise methods for risk identification, mitigation, escalation paths, and lessons learned; embed root-cause analysis.
  • Tooling & Data: Standardize KPIs and dashboards; ensure data quality across ERP, project trackers, and workbook artifacts; champion automation opportunities.
  • People Leadership: Build a high-performing PMO team; mentor PMs/PgMs; set expectations for ‘roll-up-sleeves’ ownership and operational excellence.
