The City of Joliet is seeking a highly professional, forward-thinking candidate for the position of Director of Planning. This role is pivotal as the city embarks on its first Comprehensive Plan update in 65 years, which will involve rewriting the zoning code and subdivision regulations to enhance processes and outcomes. The Planning Director will oversee planning and zoning activities, collaborate with other Community Development divisions, and manage a division budget of approximately $1.5 million. The position includes leadership of 6 full-time staff and seasonal interns, and the Director will serve as the secretary to the Zoning Board of Appeals and the Plan Commission. The Planning Director will also support the City Council on development-related issues and attend bi-monthly City Council meetings.

  • Oversee planning and zoning activities.
  • Partner closely with directors in other Community Development Divisions.
  • Manage zoning enforcement related to code enforcement and building permit applications.
  • Oversee a division budget of approximately $1.5 million.
  • Lead and manage a team of 6 full-time staff and seasonal interns.
  • Serve as secretary to the Zoning Board of Appeals and the Plan Commission.
  • Support the City Council on development-related issues.
  • Attend bi-monthly City Council meetings.
  • A minimum of seven (7) years progressively responsible experience in municipal planning, realty, economic development, business and public finance, zoning and building code compliance.
  • A bachelor's degree in urban planning, public administration, or a closely related field; a master's degree and AICP certification is strongly preferred.
  • A customer service focus and team-oriented leadership style.
  • Knowledge of modern planning concepts, principles, strategies, practices, and techniques.
  • Ability to foster positive interactions with coworkers and the public.
  • Innovative mindset with a focus on process improvement and technology in planning.
  • Skilled in resident and business engagement.
  • Strong problem-solving approach and well-developed communication skills.
  • Experience with the annexation and subdivision platting process.
  • Exposure to the opportunities and challenges of communities with older, established neighborhoods.
  • Experience with new technology and planning applications.
  • Starting salary range of +/- $130,000 to $140,000 depending on qualifications and experience.
  • Residency is not required.
