About The Position

The Director of Payroll & Benefits at Massachusetts Maritime Academy is responsible for ensuring accurate wage and salary payments to employees, administering benefit programs, and supporting the Human Resource division in payroll and benefits functions. This role involves managing payroll records, deductions, and attendance reporting, as well as developing personnel policies and procedures. The Director also serves as the primary contact for various state agencies and ensures compliance with relevant legislation.

Requirements

  • Bachelor's degree in a related discipline.
  • 2+ years of Payroll experience.
  • Experience with HR/CMS platform.
  • Knowledge and/or experience of higher education policies and practices.
  • Experience with collective bargaining units.

Responsibilities

  • Enter and maintain payroll records for employees, including contract employees.
  • Manage payroll deductions such as union dues, pre-tax savings plans, insurances, and deferred compensation.
  • Oversee Academy attendance reporting.
  • Assist with developing, drafting, and enforcing personnel policies and procedures.
  • Create payroll-related reports for budgeting and forecasting.
  • Work with Human Resources to ensure accurate and timely contractual rate increases and personnel actions.
  • Perform employee onboarding orientation and explain benefits to new employees.
  • Ensure that employee payroll files and records are properly and securely maintained.
  • Serve as primary contact for the Commonwealth of Massachusetts Group Insurance Commission.
  • Serve as primary contact for the State Retirement Board and DHE Optional Retirement Program.
  • Serve as agency primary contact for the Department of Unemployment Assistance.
  • Serve as contact for Workers Compensation reporting.
  • Serve as agency contact for the Commonwealth of Massachusetts Department of Paid Family Medical Leave.
  • Guide management and employees by researching, developing, writing, and updating policies.
  • Comply with federal, state, and local requirements by studying existing and new legislation.
