Under the direction of the Chief Operating Officer (COO), the Director of Paratransit provides oversight of ADA paratransit and operations, including administrative, contractual, and field activities. The Director ensures the delivery of safe, reliable, and efficient service while maintaining compliance with federal, state, and local regulations. This role is responsible for labor relations, staff development, performance monitoring, and integration of innovative mobility solutions into CAT's system.

  • Oversee staff supervision, work allocation, training, evaluation, and problem resolution.
  • Ensure equitable and consistent treatment of operators and staff in compliance with policies and CBAs.
  • Hear and resolve grievances; assist in preparing cases for arbitration with legal counsel.
  • Develop and implement programs to improve operational performance and customer satisfaction.
  • Establish goals and objectives for paratransit and services.
  • Assist in developing operational notices and communications for paratransit/on-demand operations.
  • Lead operational planning, scheduling, and service design for ADA paratransit services.
  • Monitor expenditures and participate in annual budget development.
  • Collaborate with Operations Support, Maintenance, and Safety to ensure reliable service.
  • Work closely with the Safety Department to review and adjust procedures for policy development and implementation as needed upon Board approval.
  • Integrate paratransit/on-demand operations with fixed-route services for system-wide efficiency.
  • Maintain accurate operational, performance, and compliance records.
  • Prepare scheduled and ad hoc reports, analyzing KPIs such as cost per trip, on-time performance, and ridership.
  • Monitor ridership trends and recommend needed changes to improve Paratransit service delivery.
  • Direct dispatching, communications, and operator assignments for optimal efficiency.
  • Investigate and resolve passenger complaints and implement corrective actions to improve service.
  • Ensure optimal use of IT Curves, Trapeze, Clever Devices, Indra, and other scheduling/dispatch technologies.
  • Work with the Procurement Manager, providing input in oversight of vendor/contractor relationships for supplemental paratransit services.
  • Bachelor's degree in Public Administration, Business, Transportation Management, or related field (Master's preferred).
  • Seven (7) years of progressive experience in paratransit/transit operations, including three (3) years in management.
  • Strong knowledge of ADA, FTA requirements, and demand-response service models.
  • Experience in labor relations, grievance resolution, and collective bargaining environments.
  • Proven skills in staff supervision and budget oversight.
  • Strong leadership, communication, and analytical skills with the ability to resolve complex issues.
  • Experience implementing or managing demand response mobility programs.
  • Proficiency with scheduling and dispatch systems such as IT Curves, Trapeze, Clever systems, or equivalent.
  • Experience engaging with community stakeholders and disability advocacy groups.
