About The Position

The Executive Director oversees all leadership functions for PACE, including operations at the PACE Center, compliance with federal PACE regulations and SAA policies, quality improvement, participant safety, enrollment, intake, outreach, health plan management, and financial performance. The Executive Director reports to the PACE governing board.

Requirements

  • Master’s degree in a related field
  • Basic Life Support (BLS) certification
  • Experience Three (3) to five (5) years of progressive experience in healthcare and long-term managed care, preferably within a capitated environment serving frail, elderly, or otherwise at-risk populations.
  • Demonstrated experience in program development, strategic planning, budget oversight, organizational growth, resource development, and public relations.
  • Fully bilingual (English-Spanish): Excellent oral and written skills
  • Intermediate computer skills
  • Keyboarding (20 wpm); software management
  • Demonstrated good problem-solving skills
  • Well organized, systematic, prompt
  • Attention to detail and excellent follow-through on work tasks.
  • Proficient with modern office practices and procedures including email

  • Must be able to hear staff on the phone and those who are served in-person, and speak clearly in order to communicate information to clients and staff.
  • Must be able to have vision that is adequate to read memos, a computer screen, personnel forms and clinical and administrative documents.
  • Must have average manual dexterity.
  • Must be able to reach above the shoulder level to work, must be able to bend, squat and sit, stand, stoop, crouching, reaching, kneeling, twisting/turning, fingering and feeling.

Nice To Haves

  • Experience working with managed care programs similar to PACE preferred
  • Experience developing, supporting, and guiding governing boards and/or advisory committees preferred.
  • Experience managing and completing complex projects successfully.
  • Experience working with clinical charts and medical records preferred.
  • One (1) year of experience working with a frail or elderly population preferred; or willingness to complete PACE-provided training upon hire.

Responsibilities

  • Oversees and manages the PACE program, ensuring effective leadership of all program functions.
  • Oversees, directs, and supervises the PACE leadership team in accordance with the organizational
  • Professionally represents the PACE program within the community and at the national and state levels.
  • Collaborates with the PACE governing body to support effective leadership, accountability, and program performance.
  • Performs other duties as assigned by the PACE governing body.
  • Develops, executes, and manages the PACE Compliance Plan.
  • Ensures program compliance with all federal and state regulations and applicable laws governing the PACE program.
  • Collaborates with CMS, the State Administering Agency (SAA), and other government entities regarding regulatory requirements.
  • Notifies CMS and the SAA of any changes to organizational structure or key leadership positions within required timeframes.
  • Ensures readiness for CMS and SAA audits, surveys, and ongoing monitoring activities.
  • Creates, implements, and maintains written policies and procedures governing PACE operations.
  • Ensures PACE maintains an effective Quality Improvement Program in collaboration with the PACE Medical Director.
  • Regularly reports meaningful quality and performance data to the PACE governing body.
  • Develops and implements a regulatory-compliant PACE service delivery model tailored to participant and caregiver needs.
  • Identifies service needs to ensure safe, effective, and efficient participant care.
  • Addresses participant, caregiver, and community needs through continuous program evaluation and improvement.
  • Oversees the fiscal health of the PACE program
  • Prepares the annual operating budget and allocates resources to support program activities.
  • Reviews, analyzes, and interprets monthly financial statements.
  • Ensures achievement of budgeted census growth targets.
  • Collaborates with the PACE governing body to develop and implement an effective Marketing Plan and enrollment goals.
  • Leads and executes long-term strategic planning initiatives in partnership with the PACE governing body.
  • Develops and implements future expansion strategies and initiatives aligned with organizational goals.
  • Ensures strategic plans align with regulatory requirements, financial sustainability, and community needs.
  • Attends and actively participates in all meetings (e.g., department meetings, program meetings, employee staff meetings) and other activities as required or assigned
  • Demonstrates awareness of, and compliance with, organizational mission and objective of Camarena Health to provide health care access and support services for all members of the community
  • Maintains confidentiality and respect for information regarding patients and other team members; abides by Camarena Health Rules of Confidentiality.
