Position Overview The Director, Operations Planning is responsible for the overall planning and scheduling of Operational activities across SubCom. The scope of this planning role includes planning for all Manufacturing, Marine and support activities as they relate to the manufacturing, logistics, and installation of optical cable networks. In addition to the strategic planning aspects, this work includes overall production and marine installation forecasting, resource deployment and constraint allocations, and plan of work change decision-analysis. The output deliverables from this role feed into financial and operating budgets, resource and implementation strategies, financial and operating KPIs, client communication, and contract negotiations. While this role is not intended to directly interface regularly with customers, it may at times in a support role when requested. Data output from this body of work will feed into customer-facing discussions, strategic reviews, and internal reporting. The Director of Operations Planning consistently ensures that business planning and analysis are always conducted with integrity and that behavior aligns with SubCom policies, procedures, and core values.

Requirements

  • Bachelor of Science or Engineering Degree
  • Minimum 10 years of direct experience
  • Knowledge of undersea fiber-optic networks including high-level design overview, installation techniques, risks and potential mitigations as well as the following skills:

Responsibilities

  • Provide leadership for the development and on-going delivery of the following: The ability for the company to provide flexible solutions to customers while providing appropriate structure to:
  • Accelerate data-based decision-making
  • Ensure effective intra-company planning and scheduling communication
  • Maximize cable-laying deployment and system manufacturing output
  • Minimize controllable waste, and
  • Support continuous improvement
  • Aligns the inputs to Marine, Manufacturing, and support activity schedules allowing Project Management to produce and provide timely updates to the Project Plans of Work.
  • Advances Management of Change agenda items when identified and provides scenario alternative analysis for MOC meeting discussion.
  • Maintain an updated Fleet Master Schedule:
  • Provide on-going assessment of internal and external fleet capacity utilization and allocation.
  • Establish plans that incorporate both Project Management (customer) delivery requirements and internal resource utilization (cost) objectives.
  • maximize in-house fleet utilization
  • maximizes “Operational Status” of vessels, and
  • Maintain an integrated Pier Schedule to:
  • Minimize vessel and freighter load times
  • Coordinate cable inventory transfers between factory and forward depots, capturing freighter movement when utilized
  • Aligns port call duration to ensure asset health at expected maintenance intervals / repair needs and manages crewing changes to meet contractual obligations
  • Factory Master Schedule – provide on-going assessment of internal capacity utilization and allocation. Owner of manufacturing and system integration sequence.
  • Depot / Forward Deployment Center schedule – act as owner of integration scheduler and Tank Plan for Depot / FDC activities to meet project timeline deliverables.
  • Analytics, Alignment and Forecasting –
  • Deliver an operational forecast for the business segments ensuring client commitments and long-term resource utilization objectives are met
  • Utilize operational performance data to create planning and scheduling performance standards that are embedded within Project Plans of Work
  • Provide input to sales bids and financial plans, based upon operating performance data
